(C/O <br /> VERNALIS PARTNERS, LTD. ) ' <br /> --- <br /> ------- <br /> ---- <br /> ------ <br /> ___av - <br /> The_request_is a_Quarry_Exc ation p re-application to excavate 95 <br /> million tons- of.-sand and gravel in four phases from a 405-acre <br /> portion of a 501-acre site,.. comprised of' six parcels. The <br /> proposed open pit - excavation of the Hospital alluvial fan would <br /> use the existing processing plant.4on the site (permitted under <br /> Quarry Excavation Application No. QX-86-3) and rely on settling <br /> ponds to recycle water used in processing the excavated raw . <br /> materials. The proposal indicates that there will be no interim <br /> k slopes, instead excavation would be to final slopes. Maximum <br /> I slopes would be 2 : 1 (two feet horizontal to one foot vertical) , <br /> with twelve-foot. wide benches every fifty feet of ,excavation. <br /> Maximum depth..of excavatio ' expected to be 150 feet, with <br /> f inal7,depths__of 110. to _13 0 feet of ter - rec lam_ ation The <br /> application states that there is no topsoil on the site, so the <br /> fine sands and clays that collect in the settling ponds will be. <br /> used to reclaim the site for ultimate agricultural uses. The <br /> site, containing almond orchards, is located north and west of <br /> the intersection of Interstates 5 and 580. <br /> The following pre-application comments are intended to .inform the <br /> applicant of preliminary considerations on General Plan and <br /> zoning consistency, Williamson Act Contract considerations, <br /> design constraints, , and potential environmental. issues. , <br /> GENERAL PLAN ZONING CONSIDERATIONS: <br /> The site's- General Plan designations are A/G and OS/RC (General <br /> Agriculture and Open Space/Resource Conservation, respectively) <br /> with consistent zoning designations of AG-40 and AG-160 (General <br /> Agriculture; 40 and 160-acre minimum parcel sizes) . The proposal <br /> generally appears to be consistent with the General Plan's <br /> Objectives and Policies for Extractive Resources, as well as with <br /> the Development Title's Quarry Excavation Standards.
