QX-94-1 OF BROWN SAND, INC. (C/O
VERNALIS PARTNERS, LTD. ) '
---
-------
----
------
___av -
The_request_is a_Quarry_Exc ation p re-application to excavate 95
million tons- of.-sand and gravel in four phases from a 405-acre
portion of a 501-acre site,.. comprised of' six parcels. The
proposed open pit - excavation of the Hospital alluvial fan would
use the existing processing plant.4on the site (permitted under
Quarry Excavation Application No. QX-86-3) and rely on settling
ponds to recycle water used in processing the excavated raw .
materials. The proposal indicates that there will be no interim
k slopes, instead excavation would be to final slopes. Maximum
I slopes would be 2 : 1 (two feet horizontal to one foot vertical) ,
with twelve-foot. wide benches every fifty feet of ,excavation.
Maximum depth..of excavatio ' expected to be 150 feet, with
f inal7,depths__of 110. to _13 0 feet of ter - rec lam_ ation The
application states that there is no topsoil on the site, so the
fine sands and clays that collect in the settling ponds will be.
used to reclaim the site for ultimate agricultural uses. The
site, containing almond orchards, is located north and west of
the intersection of Interstates 5 and 580.
The following pre-application comments are intended to .inform the
applicant of preliminary considerations on General Plan and
zoning consistency, Williamson Act Contract considerations,
design constraints, , and potential environmental. issues. ,
GENERAL PLAN ZONING CONSIDERATIONS:
The site's- General Plan designations are A/G and OS/RC (General
Agriculture and Open Space/Resource Conservation, respectively)
with consistent zoning designations of AG-40 and AG-160 (General
Agriculture; 40 and 160-acre minimum parcel sizes) . The proposal
generally appears to be consistent with the General Plan's
Objectives and Policies for Extractive Resources, as well as with
the Development Title's Quarry Excavation Standards. Additional
comments regarding compliance with the General Plan and
r
Development Title are provided throughout this memo.
r
`r
