Section 9-1810.3 (a) (W) of the <br /> Development Title states that quarry excavations arelpermitted on <br /> property under Williamson Act Contract, as long as the property <br /> is rehabilitated to agricultural uses. Additional comments on <br /> potential issues related to the Williamson Act are expected from <br /> the State Department of Conservation. - <br /> SCENIC <br /> onservation.SCENIC CORRIDOR/OPEN SPACE: �! <br /> The County General Plan Resources Element has identified <br /> Interstate 580 as a scenic route and states in the Policies <br /> section that development along scenic routes shall not detract <br /> from the route's views. In addition, the Implementation section <br /> requires landscape plans for development along scenic routes. <br /> The full application should, therefore, include a landscape,plan <br /> that addresses both screening of the processing plant and <br /> excavation area and protection of views along Interstate 580. <br /> Failure to provide this information may result in the <br /> determination that the project is inconsistent with the General <br /> Plan. <br /> 11 <br /> Environmental Considerations: II <br /> LAND USE CONFLICTS: <br /> The proposed use is generally bounded by agricultural uses and <br /> freeways, and a quarry has been approved, though not;linitiated, <br /> directly north of the project site. There are scattered <br /> residential uses in the vicinity of the project that-11-have the <br /> potential to be adversely affected by both on-site impacts and <br /> those that are not contained on the site: including.iitraffic, <br /> noise, and dust. The homesite parcel located south of the <br /> project's fourth phase would be affected by the loss ,of its <br /> access road to Bird Road. <br /> The project site contains easements for a number of utility <br /> companies, an irrigation district, and access to a private <br /> residence. Review of the full application will include an <br /> analysis of the impacts that the project may have onlithose <br /> easements, as well as the development of appropriatei,mitigation <br /> measures. . ;I <br /> II <br /> R <br /> I� <br />
