However,• additional potentially <br /> significant, adverse environmental impacts may be identified as <br /> the application is processed and further analysis including an <br /> Environmental Impact Report may be warranted before an action can <br /> be taken on the project. <br /> In order to be deemed complete for processing, the full Quarry <br /> Excavation application shall be submitted with the following: <br /> E a Site Plan prepared by a registered civil engineer, an <br /> 4 Excavation/Reclamation Plan and excavation/reclamation <br /> schedule prepared by a registered civil engineer, the ." <br /> Iproposed method of financial guarantees of performance; and <br /> application fees. <br /> In addition, the application should include 1) evidence of <br /> compliance with Section 9-854.2 {c} of the Development Title, 2} <br /> information regarding the number of employees and expected trip <br /> ends that will be generated by the proposed excavation and j <br /> processing uses, 3) proposed haul routes, 4) details for <br /> relocating or avoiding existing easements on the project site, 5) <br /> land use information on surrounding parcels and in the vicinity <br /> of the project site, 6) information regarding how excavated i <br /> material will be transported from the portion of the site located <br /> west of Interstate .580 to the processing plant, 7) <br /> screening/landscaping details, 8) clearly identify the property <br /> lines for the subject parcels, 9) specify the estimated duration <br /> of .the proposed quarry, and 10) provide a soils report supporting <br /> the claim that there is no topsoil on the site and that <br /> stockpiling is not necessary. <br /> The failure to submit the above requested information may result <br /> in either the determination that the full application is <br /> incomplete for processing or that additional analysis may be <br /> required to fully assess the project's potential impacts and <br /> mitigate them to .acceptable levels. <br /> NOTE: The pre-application conference is designed to inform <br /> prospective applicants of General Plan consistency, zoning <br /> consistency, public improvement requirements, preliminary design <br /> constraints and opportunities, and major environmental and safety <br /> issues.
