Dust control measures for all aspects of <br /> the project should be included in the full application for review <br /> by staff from the San Joaquin Valley Unified Air Pollution <br /> Control District. The District will also review processing <br /> equipment and procedures for their potential. impact on air <br /> quality and develop appropriate mitigation measures. <br /> BIOTA• <br /> Given the site's location within the study area for .the County's <br /> Habitat Conservation Plan (HCP) for the San Joaquin kit fox and <br /> the likelihood that the site may contain habitat foi' that <br /> species, it should be assumed that the U.S. Fish and Wildlife <br /> Service (FWS) will likely require mitigation for th6 project' s <br /> impacts on habitat for this State-listed threatened ;and <br /> Federally-listed endangered species. Mitigation maysbe required <br /> for the -portion of the project site located east of ,Interstate <br /> 580, as well as west of the freeway; both areas are' located <br /> within the study area for the HCP for the kit fox. The applicant <br /> is advised that the issue of mitigation should be raised with the <br /> FWS as soon as possible and that the full application should not <br /> be submitted until an agreement on mitigation has been reached <br /> with the FWS: Lacking such an agreement, processing of the full ' <br /> application may be delayed so that field studies can be conducted <br /> and appropriate mitigation measures developed. The .site may also <br /> contain other listed species or habitat that may trigger the <br /> requirement for additional biological studies. II <br /> II <br /> When the full application is submitted, an Initial Study will be <br /> prepared to identify and assess the potential adverse <br /> environmental impacts that may be associated with the project. A <br /> preliminary review of the .proposal indicates that the project <br /> s !' the <br /> could have potentially significant, adverse impact .�.n <br /> conflicts, traffic circulation <br /> following six areas: land use traffic/circulation, <br /> noise, .water. quality/quant—Ay � air quality, and biota.
