E ommemeans <br /> EN01NEERS • PLANNERS <br /> September 4, 1997 <br /> San Joaquin County <br /> Planning Commission <br /> Stockton, CA 95219 <br /> RE: BROWN SAND AND GRAVEL QUARRY EXCAVATION APPLICATION (QX-94-1) <br /> Dear Planning Commission: <br /> Thank you for the opportunity to submit the following comments <br /> on the proposed Brown Sand and Gravel Quarry Excavation <br /> Application. Upon review of both the Final EZR and the Staff <br /> Report prepared on this project, OMNI-MEANS, on behalf of Granite <br /> construction, have the following concerns to avoid significant <br /> traffic impacts in the Vernalis Area. <br /> 1. Truck Traffic Restrictions - Traffic Impacts. The <br /> traffic analysis contained in the DEIR conducted a simple Level of <br /> Service calculation and analysis to determine the potential traffic <br /> impacts of the proposed Brown Sand and Gravel project . This <br /> approach is standard and normally acceptable. With however, the <br /> high traffic volumes on State Route 132 and the particularly slow <br /> acceleration of large gravel trucks, both loaded and unloaded, a <br /> detailed analysis, often required by Caltrans, is appropriate. <br /> Using a traffic operational simulation program, OMNI-MEANS <br /> determined that not only under projected conditions, but also under <br /> existing conditions, significant traffic impacts will result at at- <br /> grade intersection of State Route 132 and Bird Road. Therefore, <br /> the proposed concept of reduced hours will not mitigate the <br /> significant traffic impacts in either the existing or projected <br /> cumulative traffic as determined by Caltrans . <br /> The above referenced traffic operational analysis has been <br /> reviewed by both Caltrans and the Department of Public Works of San <br /> Joaquin County and is also available for review upon request . <br /> 2 . Support Caltrans August 1, 1997 Letter. The Caltrans <br /> letter of August 1, 1997 outlines two acceptable traffic mitigation <br /> measures to reduce traffic impacts on State Route 132 . They <br /> include either building an interchange at Bird Road/Interstate 5 or <br /> at Bird Road/State Route 132 . With the Bird Road/State Route 132 <br /> interchange alternative, Caltrans has also required the widening of <br /> State Route 132 to 4 lanes and modification to the State Route <br /> 132/Interstate 5 interchange .
