Approve the Negative Declaration; and <br /> 2, Approve Use Permit Application No. UP-92-31 based on the Findings and subject to the <br /> Conditions of Approval.recommended In the staff report. <br /> FINDINGS <br /> 1. The proposed use is consisterit with the goals, policies,standards, and maps of the General Plan <br /> and any applicable Specific Plan or Special Purpose Plan.# <br /> • This Finding can be made because the proposed use Is consistent with the AIG <br /> (General Agriculture) designation of the General Plan and with General Plan Policies <br /> " regarding the preservation of Heritage Resources. The proposed restaurant presents <br /> b no significant General Plan policy Issues, and there are no Specific Plans or Special <br /> Purpose Plans affecting the site. <br /> 2. Adequate utilities,roadway improvements,sanitation,"water supply,drainage,and other necessary <br /> facilities have been provided,and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This Finding can be made because the project has a recorded easement agreement <br /> to Bowman Road and,because all other services are already provided or will be <br /> installed as Ordinance Requirements In the Conditions,of Approval <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This Finding can be made because the proposed project and site plan conform to all <br /> applicable Development Title regulations and requirements. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare <br /> or be injurious to the property or improvements of adjacent properties. <br /> • This Finding can be made because the InitlaI Study prepared for UP-82-31 found that <br /> the project would not result in any significant, adverse environmental impacts. <br /> 5. The use is compatible with adjoining land uses. <br /> • This Finding can be made because the Initial Study prepared for the project found <br /> that It would not be Incompatible with surrounding land uses. <br />
