Such historical resource has been identified'as being significant by a recognized historical or <br /> architectural organization, or the historical value of the resource can be established by historical <br /> or architectural literature, publications, or official documents that discuss the resource and its <br /> place in history. <br /> • This Finding can be made because the facility, known as the Bachman and Brandt <br /> Chicory Mill, has been designated by the Historical Resources Commission of the <br /> State Office of Historic Preservation as a designated Registered Historical Site. <br /> 7. The proposed use of such historical structure shall not detract from, or otherwise impair, it as an <br /> historical resource,but instead,the proposed use shall complement,enhance,and be compatible <br /> with the historical resource. <br /> • M1 This Finding can be made because there are no improvements or alterations <br /> proposed by the application for the outside of the building. Changes to the Inside of <br /> the building will consist of Improvements required to bring the facility up to current <br /> building, fire, and health codes. <br /> PROJECT DESCRIPTION <br /> This request is for a Use Permit application to establish a restaurant for catered events in an 8,312-square- <br /> foot portion of the ground floor in an existing historical structure on a 2.8-acre site. The facility will be <br /> served by the following on-site services: water supply by an existing private well, sewage disposal by an <br /> existing septic system,and storm drainage to be retained on the site on which the improvement is located <br /> or discharged to the San Joaquin River. <br /> t <br />
