l
Question 1: What if any impact will this project have on my property?
This project should have relatively little impact on any adjacent properties. The final grade elevation
f shall result in no less than the average elevation of the natural grade of the surrounding lands. The
purpose of removing any soil is to improve the on-site drainage of the land.
Question 2: What is the purpose of the leveling?
The purpose of the Quarry Excavation permit is to remove soil from the existing agricultural site.
Currently, the slope of the land causes the water to gravitate to one side of the property. The
"leveling"of the property will allow the water to permeate evenly throughout the property.
Question 3: Are there plans to erect buildings on the site?
' The applicant has indicated that he may erect up to four(4)farm labor mobile homes in the future.
Question 4: Are there plans to move and or relocate the existing migrant camps to this location?
The applicant has indicated that he has no plans to move or relocate a migrant camp to this
location. As mentioned above,he may obtain the necessary permits for up to four(4)farm labor
mobile homes in the future. According to Development Title Section 9-605.6[b],up to four(4)
dwellings may be allowed per parcel for Farm Employee Housing, subject to the following:
• For each dwelling unit, the minimum aggregate area of the parcel or parcels farmed in San
Joaquin County by the owner-operator of the agricultural enterprise or his lessee shall be
twenty(20)acres. This requirement may be modified by the Director for parcels used primarily
for poultry farms or similar intensive agricultural activity.
F • In instances where single-family dwellings are used as farm employee housing, rather than the
use of mobile homes, such single-family dwellings shall be located on parcels used for intensive
agricultural uses, such as.dairies or poultry farms, only.
Question 5: Are there plans to develop a new migrant campsite on this property?
The applicant has indicated there, are no plans to develop a new migrant campsite on this property.
If the applicant chooses to apply for a farm labor camp in the future,a Use Permit application would
be required. Use Permit applications are reviewed by the Planning Commission using the Public
Hearing Review Procedure(Development Title Section 9-821.3). Surrounding property owners
# would receive notice of both the CEQA determination and public hearing.
i
The Community Development Department is recommending denial of the proposed project. However, if the
Planning Commission approves the project, recommended Conditions of Approval have been included in
the staff report.
t
San Joaquin County QX-01-11Noceti Farms
Page 5
Community Development
