1.0 INTRODUCTION AND PROPOSED DEVELOPMENT <br /> k The purpose of this report was to investigate the subject property, consisting of the Parcel listed on <br />` the Title Page, for real or potential environmental contamination, and report the findings to the <br /> Client and the San Joaquin County Environmental Health Department. This report complies with <br /> the San Joaquin County Ordinances, specifically 9-905.12(a) for a Surface and Subsurface <br /> Contamination Report.-,.According to the San Joaquin County-Development Title, a Surface and <br /> Subsurface Contamination Report (SSCR) must be conducted prior to Tentative Map submittal. <br /> The subject property is located approximately 1.2 miles west of Interstate 5 on Bowman Road. Mr. <br /> Zack Wong, P.E. of Stockton is preparing the Tentative Map for this project, which can be found <br /> in Appendix.A. The land area assessed for this Surface.and Subsurface Contamination Report is <br /> outlined in red'on this Tentative Map and on the USDA°Soil Survey Aerial Map. <br /> Interpretation of County Ordinance Section 9-905.12 (a) has been to focus on the subject property <br /> exclusively, unless it is documented or observed that an environmental concern in proximity to the <br /> subject property could potentially affect said property. <br /> This Surface and Subsurface Contamination approaches,but does not completely encompass the <br /> requirements of a Phase I Environmental Site Assessment(ESA) as promulgated by the American <br /> Society of Testing and Materials (ASTM E-1527-00). The Environmental Health Department <br /> recognizes that the Surface and Subsurface Contamination Report is not intended to completely <br /> fulfill the requirements of the Phase I ESA. The Department does however, maintain that certain <br /> components of the Phase I ESA must be applicable to the SSCR, as follows: Section 7..1.7 of the <br /> ASTM Document states under"Sources of Standard Source Information,"that "information or <br /> lother record information from government agencies maybe obtained directly from appropriate <br /> government agencies or from commercial services." <br /> This report addresses and evaluates non-point sources of hazardous materials, as well as potential <br /> point sources. Non-point sources of hazardous materials include potential agricultural chemical <br /> residues and the potential for high nitrate concentrations in the underlying groundwater. <br /> Point sources investigated on the subject property were aboveground diesel storage tanks, and <br /> equipment storage areas. No chemical analysis was conducted for this investigation, nor was there <br /> an inspection of any on-site or surrounding buildings or asbestos containing materials (ACMs). <br /> -§ 1.1, § 1.2 As referenced, the boundary limits for this SSCR are the red lines as depicted on the <br /> Tentative Parcel and District Viewer Maps. The area encompassing the subject Parcel 193-260-27 <br /> is 17.62 acres. Current zoning is AG 40, and there is no proposal to change the zoning. Proposed <br /> development includes the minor subdivision of the Parcel to create four Parcels and a Designated <br /> Remainder. <br /> Municipal water and sewer utility hookups are not available at this time, consequently, the property <br /> ' -has one irrigation and one domestic well, and four on-site septic systems. R may be a number of <br /> years before services arrive in this locale. Since the property is in the Lathrop Sphere of Influence, <br /> it is conceivable that services will arrive at some point in the future. <br /> - V <br /> Page -2- <br /> Chesney Consulting <br />
