T
Within the text of this Report, bolded Section {§}numbers are referenced at the beginning of an
cable Section.number, sentence, paragraph or Appendices that correspond with the EHD
Requirements Checklist for Surface and Subsurface Contamination Reports.
2.0 PAST, PRESENT AND PROPOSED FUTURE USES OF THE SITE
§ 2.1 The region has been dry land farmed since the late 1800's and early 1900's. The regional .
farmland became irrigated in the 1940's. Agricultural production has occurred on, and in the vicinity
of the subject site since the late 1800's. The property has been in agricultural production for the last
100 years. Most of the subj ect property is planted in walnuts, with alfalfa within the border checks.
As noted below, due to the high groundwater table in this locale, impact from agricultural inputs
have notably occurred, particularly nitrate impact. This type of impact occurs in virtually every
region under agricultural production.
Structures on the property, including a shop, hay barn, four lean-to's, a house, and two mobile
homes, which will be denoted on the Tentative Map. Surface flood irrigation is supplied by an on-
site irrigation well. As illustrated on the USDA Soil Map and the USGS Topographical Map, there
are no natural drainage courses through the property since it is entirely farmed.
i
3.0 IDENTIFICATION OF ALL-PAST AND
CURRENT SOURCES OF'CONTAMINATION
§ 3.1 The information to complete this report was obtained through direct observation during site
reconnaissance, government agency consultation, aerial photo survey, or through interviews with
Mr. Tony Noceti. The Noceti Family has owned and farmed the subject property since 1905. The
previous owner of the Parcel is unknown. Due to the length of ownership time, potential problems
by prior ownership can be considered inconsequential.
§ 3.2, § 3.3 As evidenced by the attached photographs, the property contains three.electrical
transformers. No oil leakage was noted.
The entire acreage was driven around and walked through to survey for evidence of surface and/or
subsurface contamination. No unusual containers were observed, nor was there evidence of solid,
or liquid waste disposal. As noted from the Photographic Plates, the majority of the property is
planted in border check alfalfa and young walnut trees. No hazardous materials were observed in
any accessible area.
The subject property was carefully inspected for environmental concerns originating from
discolored, disturbed/subsided soils, stressed vegetation or unusual/noxious odors, particularly
from drug (meth) manufacturing operations that may have occurred at the property borders. None
of these environmental indicators were present. The land surface did not exhibit visual indicators
for buried containers such as surfacing of product residue, soil mounding, or soil depressions.
3
A
Page -3-
Chesney Consulting
