CONDITIONS OF APPROVAL <br /> PA-1200100 <br /> Bancroft Performance Investment <br /> Use Permit Application No. PA-1200100 was approved by the San Joaquin County Planning <br /> Commission on July 19, 2012. The effective date of approval is July 29, 2012. This approval will <br /> expire on January 28, 2014, which is 18 months from the effective date of approval, unless (1) all <br /> Conditions of Approval have been complied with, (2) all necessary building permits have been <br /> secured and remain in force, and (3) all necessary permits from other agencies have been secured <br /> and remain in force. <br /> Unless otherwise specified, all Conditions of Approval and Ordinance requirements shall be fulfilled <br /> prior to the establishment of the use and the issuance of any building permits. Those Conditions <br /> followed by a Section Number have been identified as Ordinance requirements pertinent to this <br /> application. Ordinance requirements cannot be modified, and other Ordinance requirements may <br /> apply. <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT(Staff Contact: Mo Hatef,468-8477) <br /> a. BUILDING PERMIT: Submit an "APPLICATION-COMMERCIAL BUILDING PERMIT". The Site <br /> Plan required as a part of the building permit must be prepared by a registered civil engineer or <br /> licensed architect. This Plan must show drainage, driveway access details including gates, on-site <br /> parking, landscaping, signs, existing and proposed utility services, and grading (refer to the "SITE <br /> PLAN CHECK LIST' for details). Foundation and soils investigation shall be conducted in <br /> conformance with Chapter 18 of the California Building Code at the time of permit application. A fee <br /> is required forthe Site Plan review. (Development Title Section 9-884). <br /> b. APPROVED USE: This approval is for the conversion of a wholesale lumber yard to an agricultural <br /> fertilizer manufacturer and distribution facility that will constructed in two phases over a three year <br /> period. Phase One, building permits to be issued within eighteen months from the effective date <br /> of approval, includes the construction of a 14,400 square foot storage building with truck docks, <br /> storage area for eighteen 30,000 gallon tanks, and underground plumbing piping. Phase Two, <br /> building permits to be issued within three years from the effective date of approval, includes the <br /> construction of three 500,000 gallon storage tanks, extension of the existing rail spur, <br /> construction of a new rail spur, a 7,200 square foot addition to the manufacturing building, a <br /> 16,800 square foot addition to the warehouse building for dry material storage, a truck scale, and <br /> relocation of the retention pond as shown on the Site Plan dated May 24, 2012- (Use Type: <br /> General Industrial-Intermediate) <br /> c. LOT LINE ADJUSTMENT APPLICATION: Recordation of a "Notice of Lot Line Adjustment" and <br /> deeds transferred for the proposed Lot Line Adjustment is a prerequisite to obtaining issuance of <br /> a building permit for Phase Two. <br /> d. CAPITAL FACILITY FEE: This project may be subject to the Capital Facility Fee. If the Capital <br /> Facility Fee is applicable, the County shall collect the fees before the issuance of any building <br /> permits. (Development Title Section 9-1245.2) <br /> e. PARKING: Off-street parking shall be provided and comply with the following: <br /> (1) All driveways and maneuvering areas shall be surfaced and permanently maintained with <br /> base material of appropriate depth and asphalt concrete to provide a durable, dust free <br />
