RECEIVED
San Joaquin Valley AUG 13 2004
Air Pollution Control District community Development Dept
August 11, 2003Reference#: 20040330
Raymond Hoo
San Joaquin County
Community Development Department
Development Services Division
1810 East Hazelton Avenue
Stockton, CA 95205
SUBJECT: PA-0400373 (SA) SITE PPROVAL APPLICATION FOR TRUCK
PARKING.
Dear Mr. Hoo:
The San Joaquin Valley Air Pollution Control District (District) has.reviewed the
proposed project. Based on the information provided, it appears that this project will
have a less-than-significant impact on the ambient air quality. However, the
construction phase of this project can generate emissions from the movement of soil,
use of heavy equipment, bulk materials handling, asphalt paving and other related
activities. As a result, this project is subject to District Regulation VIII (Fugitive Dust
Prohibitions). The purpose of Regulation Vlll is to reduce the amount of fine particulate
matter (PM-10) entrained into the ambient air from man-made sources. The attached
Synopsis highlights many of the requirements contained within Regulation VIII. The
Synopsis is not meant to be all- inclusive, but it can be a useful compliance aid in the
field and office alike. A complete listing of the regulation is available on the District web
site at www.valleyair.org.
Thank you for the opportunity to comment. If you have any questions, please feel free
to contact me at (209) 557-6400.
Sincerely,
John Cadrett
Air Quality Planner
Northern Region
David L.
