• I <br /> J� <br /> Item No. 1 I <br /> PC: 11-5-92 l <br /> SU-91-15 <br /> Page 4 <br /> STAFF ANALYSIS <br /> BACKGROUND: <br /> On August 31, 1989,the applicant, River Oaks Joint Venture, submitted a General Plan Map Amendment <br /> application to change the Land Use/Circulation Element designation on a 124.73-acre site from Agriculture <br /> and Recreation-Community Park to Low Density Residential: An Environmental Impact Report (EIR) was <br /> prepared for the proposed project (including the General Pian Map Amendment, Zone Reclassification, <br /> and Major Subdivision) by the consulting firm of Michael Paoli and Associates under contract to the <br /> County. The EIR addressed.the following environmental issues: land use, agricultural and biological <br /> resources, traffic and circulation, air quality, noise, services, law enforcement, fire protection and <br /> emergency services, schools, park facilities, and cultural resources. On December 11, 1990, the Board <br /> of Supervisors certified the EIR and approved the General Plan Map Amendment (GP-90-5)to amend the <br /> 1995 General Plan designation for the site from Agriculture to Low Density Residential. zone <br /> Reclassification Application No. ZR-90-5 was subsequently approved by the Board of Supervisors on <br /> September 12, 1991, to rezone the property from AG-40 to R1-8. The EIR was also certified as a part of <br /> the Board's action. A subsequent application to bring the project site's zoning into conformity with its <br /> 2010 General Plan designation, Zone Reclassification Application No. ZR-92-13, was heard by the <br /> Planning Commission at its October 22, 1992, hearing and was forwarded to the Board of Supervisors <br /> with a recommendation for approval. <br /> POLICY CONSIDERATIONS: <br /> General Plan and Zoning: <br /> E <br /> The project site is designated RIL(Low Density Residential) on the maps of the 2010 General Plan <br /> and zoned AU-20(Agriculture-Urban Reserve,20-acre minimum parcel size),which is a consistent <br /> i implementing zone for the R/L General Plan designation. Zone Reclassification Application No. <br /> ZR-92-13 is being processed by staff to place the appropriate zone designation, R-L(Low Density <br /> Residential}, on the site, given its R/L General Plan designation and the availability of full public <br /> services. <br /> The tentative map will be required to be in conformance with the General Plan Policy for <br /> Lockeford that requires minimum parcel sizes of 8,000 square feet in areas shown as Low Density <br /> Residential on the 2010 General Plan. <br /> l At the time of the adoption of the General Plan Map Amendment and Zone Reclassification <br /> applications, it was determined that the project was consistent with specific General Plan <br /> Principles regarding the location of new urban growth, the preservation and protection of <br /> agricultural land, and acceptable levels of traffic. The specific measures.that were identified as <br /> being necessary to mitigate 'existing plus project' related impacts to less than significant levels <br /> have been attached to the tentative reap as Conditions of Approval. Because all 'existing plus <br /> project' traffic related impacts can be feasibly mitigated to acceptable levels, the project is <br /> consistent with the Transportation policies of the General Plan. A discussion of the project's <br /> cumulative traffic impacts is included under the Traffic/Circulation' section of the staff report. <br />
