As a Condition of Approval, the developer will be . <br /> required to contribute the necessary pro rata share of the costs associated with the following road <br /> improvements identified by the Final EIR as being needed to mitigate cumulative impacts,though <br /> not to a less than significant level: <br /> • Signalize the intersection of State Route 12J88 and Tully Road and add eastbound and <br /> westbound right-tum lanes. <br /> • Signalize the intersection of State Route 12188 and Jack Tone Road by-pass and add an <br /> eastbound through lane. <br /> • Signalize the Jack Tone Road and Brandt Road intersection. <br /> • Widen State Route 12188 from Victor Road (State Route 12) to the town of Lockeford to <br /> a four-lane facility. (This improvement is included in those associated with the County's <br /> Traffic Impact Mitigation Fees.) <br /> Two Specific Road Plans have been adopted for Sharon Drive by the Board of Supervisors to <br /> provide for the collection of local traffic in Lockeford and for the movement of that traffic between <br /> Tully Road and Jack Tone Road. Because that movement of traffic is accomplished by an <br /> altemate means, staff has prepared a Resolution to repeal the Sharon Drive Specific Road Plan <br /> (see Attachment C). The attemate means of access between Tully Road and Jack Tone Road <br /> is provided by Sparrow Hawk Drive, through the Tessie Estates subdivision to the east and this <br /> 4 <br /> subdivision, and the extension of Lambert Way, through the Diamond Bar subdivision. If the s <br /> Specific Road Plan is repealed by the Board of Supervisors, Sharon Drive will remain stubbed at <br /> its present location in the Lockeford Park Estates subdivision, located northeast of the proposed j <br /> subdivision. <br /> While the project's traffic-related impacts can be mitigated to a less than significant level, <br /> cumulative traffic impacts cannot be fully mitigated to an acceptable Level of Service. In order <br /> to take action on the project, Findings of Significant Environmental Impacts and a Statement of <br /> Overriding Considerations must be adopted (see Attachments A and B). <br /> Water Quality/Quantity: <br /> One of the two letters in opposition to the project (see Attachment E) expressed concems <br /> regarding the subdivision's impacts on the local water table and the quality of water. The EIR <br /> concluded that the proposed subdivision would not have any significant, adverse impacts on <br /> either water quality or quantity. The subdivision's lake/detention pond will initially be filled and <br /> its water level maintained by use of a shallow well that will draw from a shallow aquifer <br /> (approximately 137 feet deep, according to staff from the Lockeford Community Services District) <br /> whose water quality is not high enough to be considered potable.
