1 <br /> Item No. 1 <br /> �r PC: 11-5-92 <br /> 4 3 SU-91-15 <br /> Page 6 <br /> well is not expected to adversely affect water quality or quantity for the lower, potable aquifer <br /> (between 500 and 700 feet deep) that is used to provide drinking water for the Lockeford <br /> Community Services District's water users. <br /> FACILITI ESISERVICES:. <br /> Water Suopty and Sewage Disposal: <br /> The project site is located outside of the boundaries of the Lockeford Community Services District <br /> but will be required to annex to the District for the provision of potable water and sanitary sewage <br /> disposal in accordance with the Development Title's Infrastructure Standards (Sections 9-1120 <br /> and 9-1195) at the time the property is subdivided. As indicated in the Final EIR, improvements <br /> to the domestic water supply system and wastewater treatment plant would be necessary in order <br /> to accommodate the proposed development. The Final EIR indicated that because the project's <br /> lake/detention pond would draw water from a shallow, nonpotable aquifer, it will not have an <br /> adverse effect upon the quality or quantity of domestic water in the area <br /> Schools: <br /> The proposed development is expected to increase enrollment in the Lodi Unified School District. <br /> These additional students will adversely affect already overcrowded conditions within the District. <br /> To provide mitigation for this potentially significant impact,the applicant has entered into a school <br /> facilities finance agreement with the District. The agreement eliminates the District's concern <br /> about potentially significant, adverse impacts associated with the proposed development. <br /> Park Site: <br /> As a result of the General Plan Map Amendment(GP-90-5)that established the site's Low Density <br /> Residential designation, the Recreation-Community Park designation that had been previously <br /> shown on the northern 18 acres of the site was removed. Although the recreational facility symbol <br /> is still on the 2010 General Plan Map, it is not site specific and merely reflects the need for such <br /> a facility in the area It should also be noted that there is presently no agency willing to accept <br /> responsibility for the funding,development,and ongoing maintenance of the park. As a Condition <br /> of Approval, the developer will be required to comply with Section 9-1230.2 of the Development <br /> Title,which deals with the provision of recreation facilities. The developer will be required to either <br /> dedicate land for a park site or pay fees in lieu of park site dedications prior to approval of the <br /> Final Map. <br /> ENVIRONMENTAL CONSIDERATIONS: <br /> Air Quality: <br /> Air quality impacts from the proposed project have been discussed in the Final EIR, which <br /> contains numerous measures designed to mitigate project impacts upon air quality that can be <br /> attached at the tentative map approval stage. The EIR noted that there are cumulative adverse <br /> air quality impacts relative to carbon monoxide, ozone, and PM-10. San Joaquin County is <br /> currently a nonattainment area for ozone and PM-10. The EIR concluded that air quality impacts <br />
