The cumulative impacts to State Route 88/12 due to increased vehicular traffic. <br /> The first is no longer considered a significant, adverse impact due to the Board of Supervisor's approval <br /> of the earlier General Plan Map Amendment application (GP-90-5) for the site and its designation of the <br /> site on the 2010 General Plan Map as R/L (Low Density Residential). Relative to the third significant <br /> impact, the California Department of Fish and Game has indicated that implementation by the developer <br /> of the mitigation measures developed by the Final EIR for the project's impacts on the Swainson's hawk <br /> will be required in order for the proposed subdivision to proceed. <br /> In order for the proposed project to be approved, Findings of Significant Environmental Impacts and a <br /> Statement of Overriding Considerations need to be included in the approval action for the three remaining <br /> impacts. Proposed Findings and a Statement have been included with this staff report as Attachments <br /> A and B. <br /> i <br /> The Initial Study that was prepared for this Major Subdivision application stated that the Final EIR for the <br /> project would be recirculated in order to satisfy the requirements of the California Environmental Quality <br /> Act. Any comments received regarding the adequacy of the EIR for the project would have been included <br /> in the environmental document that would have been submitted to the review authority, along with staffs { <br /> responses to the comments. No comments were received from responsible agencies regarding the <br /> adequacy of the environmental document. There are,therefore, no changes or additions to the Final EIR <br /> that was previously certified by the Board of Supervisors at the time the General Plan Map Amendment <br /> and Zone Reclassification applications were approved. <br /> f <br /> t <br />
