This Initial Study concludes that this application for Major <br /> Subdivision does not have the potential to result in any <br /> additional, adverse environmental impacts beyond those identified <br /> by the earlier EIR. That EIR has been recirculated for review at <br /> the State Clearinghouse, in compliance with the requirements of the <br /> California Environmental Quality Act, and all comments received <br /> during the referral period will be incorporated into the final <br /> environmental document for the project, along with responses to <br /> those comments. The environmental document must then be again <br /> certified by the Planning Commission prior to taking action on the <br /> application. <br /> 1.b. The EIR concluded that the project would not result in any <br /> significant, adverse unavoidable impacts related to water <br /> supply. The subdivision will be required to annex to the <br /> Lockeford Community Services District and make specified <br /> improvements to the District's water delivery system prior to <br /> approval of the Final Map. <br /> 2.c. The conclusion of the EIR was that the loss of 124 .73 acres of <br /> agricultural land represented a significant, unavoidable <br /> adverse impact. In approving the earlier General Plan Map <br /> Amendment application, the Board of Supervisors made both <br /> "Findings of Significant Environmental Impact" and "Statements <br /> of overriding Considerations. " Because the subject parcel is <br /> I' now designated as R/L (Low Density Residential) on the 2010 <br /> E General Plan and shown for residential development, the loss <br /> of agricultural land is no longer considered to be a <br /> significant, adverse impact. No Findings or Statements will, <br /> therefore, be required as ;part of the action that will be <br /> taken on this application, <br /> r <br /> 3 .a. & b. The EIR concluded that the development of the site would <br /> i <br /> result in the loss of oak trees and oak woodland habitat. The <br /> required mitigation measures included the preservation of at <br />} least eighty percent of the, site' s oak trees, compliance with <br /> a list of measures designed to preserve the trees that will <br /> not be removed, and the three-to-one replacement of trees that <br /> are removed.
