These impacts are: <br /> 1. The conversion and consequent loss of 124.74 acres of agricultural grazing land to urban uses. <br /> 2 The loss of oak trees and oak woodland habitat <br /> 3. The disruption of the Swainson's hawknesting and breeding habitat may discourage the site's <br /> pair of hawks from returning to the nest. <br /> 4. The project would exceed threshold limits for carbon monoxide, ozone, and PM-10 and would <br /> contribute to Countywide and regional air quality problems. <br /> S. The cumulative impacts to State Route 88/12 due to increased vehicular traffic. <br /> The first is no longer considered a significant, adverse impact due to the Board of Supervisor's approval <br /> of the earlier General Plan Map Amendment application (GP-90-5) for the site and its designation of the <br /> site on the 2010 General Plan Map as R/L (Low Density Residential). The California Department of Fish <br /> and Game has indicated that implementation by the developer of the mitigation measures identified in the <br /> Final EIR will be required in order for the proposed subdivision to proceed. <br /> In order for the proposed project to be approved, Findings of Significant Environmental Impacts and a <br /> Statement of Overriding Considerations need to be included in the approval action for the four remaining <br /> impacts. Proposed Findings and a Statement have been included with this this staff report as <br /> Attachments A and S. <br /> The Initial Study that was prepared for this Zone Reclassification application stated that the Final EIR for <br /> the project would be recirculated in order to satisfy the requirements of the California Environmental <br /> Quality Act. Any comments received regarding the adequacy of the EIR for the project would have been <br /> included in the environmental document that would have been submitted to the review authority, along <br /> with staff's responses to the comments. No comments were received from responsible agencies <br /> regarding the adequacy of the environmental document. There are, therefore, no changes or additions <br /> to the Final EIR that was previously certified by the Board of Supervisors at the time the General Plan Map <br /> Amendment and Zone Reclassification were approved. <br />
