Item No. 2 <br /> G- <br /> Pc: 1 a22-92 <br /> ZR-92-13 <br /> Page 3 <br /> STAFF ANALYSIS <br /> POUCY CONSIDERATIONS: <br /> General Plan-and Zoning: <br /> The project site is designated R/L(Low Density Residential)on the maps of the 2010 General Plan <br /> and zoned AU-20 (Agriculture-Urban Reserve; 2G-acre minimum parcel size). The zone <br /> designation, which is a consistent implementing zone for the R/L General Plan designation, is <br /> intended to facilitate orderly growth in areas planned for future urban development by limiting <br /> subdivisions and development until appropriate public services are available. The designation <br /> was placed on the site because, at the time the draft 2010.General Plan maps were being <br /> prepared,the applicants for the project had not yet secured the required will-serve letter from the <br /> Lockeford Community Services District for public water and sewage disposal. <br /> The will-serve letter was subsequently submitted by the applicant though not in time for the draft <br /> zone designation to be changed to R-L on the maps being considered by the Board of <br /> Supervisors. On July 27, 1992, the Board of Supervisors took final action on the 2010 General <br /> Plan. This application is being processed by staff to place the appropriate zone designation on <br /> the property, given its R/L General Plan designation and the availability of full public services. <br /> The tentative map for the underlying subdivision will be required to be in conformance with the <br /> General Plan Policy for Lockeford that requires minimum parcel sizes of 8,000 square feet in areas <br /> shown as Low Density Residential on the 2010 General Plan. <br /> At the time of the adoption of the General plan Map Amendment, it was determined that the <br /> project is consistent with specific General Plan Principles regarding the location of new urban <br /> growth,the preservation and protection of agricultural land, and acceptable levels of traffic. The <br /> specific measures that are necessary to mitigate the project's impacts to less than significant <br /> levels will be attached to the Major Subdivision, and any tentative map approval will be contingent <br /> upon conditions of approval relative to the traffic improvements identified in the EIR. Because all <br /> of the project's traffic related impacts can be feasibly mitigated to acceptable levels, the project <br /> is consistent with the Traffic/Circulation policies of the General Plan. <br /> A discussion of the project's cumulative traffic impacts is included under'Traffic/Circulation'in the <br /> Environmental Considerations' section of this staff report. <br /> ENVIRONMENTAL CONSIDERATIONS: <br /> The EIR was prepared on the proposed project by Michael Paoli and Associates, under contract to the <br /> County of San Joaquin. The EIR addressed several environmental issues, including loss of agricultural <br /> land, biological resources, traffic and circulation, air quality, services and utilities, drainage and flood <br /> control, law enforcement, schools, and the park site. The EIR also included an analysis of relevant <br /> General Plan policies that are not environmental issues. The EIR recommended numerous measures to <br /> mitigate identified environmental impacts which will be included as Conditions of Approval for the <br /> underlying Major Subdivision application. <br />
