Based on this, any project,however large <br /> or small,would incrementally contribute to the County's air quality problem. Attempting to solve <br /> this problem on a project-by-project level is infeasible and will not be effective due to the regional <br /> nature of the issue. Solutions to air quality issues need to be addressed both Countywide and <br /> regionally. <br /> 3. Impact: <br /> Project traffic, when added to cumulative conditions (year 2010), would result in LOS E/F <br /> operations on State Routes 12188 through Lockeford from Brandt Road to Tully Road. <br /> Mitigation: <br /> Widen State Route 12188 from Brandt Road to Tully Road to a four-lane facility, or provide a by- <br /> pass route. Cumulative traffic improvements of a regional scope will be addressed by the County <br /> on an area-wide level. <br /> Finding: <br /> Specific economic, social, or other considerations make infeasible any mitigation measures or <br /> project alternatives identified in the Final EIR. <br /> Supporting Facts: <br /> Existing, plus project, plus known cumulative projects, do not yield a change in traffic conditions <br /> and do not degrade traffic conditions to unacceptable levels. The State Route is a regional <br /> facility,and the long-term cumulative traffic impacts are regional concerns which will be addressed <br /> on a regional basis. Long-term effects will be studied and resolved in such vehicles as the <br /> General Plan process, engineering studies funded by the sales and gasoline taxes, and resulting <br /> mitigation fees. Additionally, the project is already subject to the payment of the County's Traffic <br /> Impact Mitigation Fees. <br />
