INITIAL STUDY <br /> (CONT'D) <br /> ZR-90-13 <br /> NOTE: This application for Zone Reclassification is being <br /> processed by the County of San Joaquin to bring the subject <br /> parcel's zoning designation into conformance with its R/L (Low <br /> Density Residential) designation under the General Plan 2010. The <br /> site's current zoning, AU-20 (Agriculture-Urban Reserve; 20-acre <br /> minimum parcel size) , reflects the fact that the required will- <br /> serve letter for public water and sewage disposal services had not <br /> yet been received at the time the General Plan 2010 maps were <br /> prepared for eventual approval by the San Joaquin County Board of <br /> Supervisors. The will-serve letter was received prior to the <br /> adoption of the General Plan 2010, but the map was not amended to <br /> reflect the availability of services. <br /> The underlying project for this application, a Major Subdivision <br /> known as the River Oaks Subdivision (SU-90--15) , has been analyzed <br /> for its potential environmental impacts by Environmental Impact <br /> Report (EIR) No. ER-90-3 . That EIR, which also analyzed the <br /> impacts associated with the accompanying General Plan Map Amendment <br /> application (GP-90-5) and Zone Reclassification application (ZR-90- <br /> 5) , concluded that the project would result in significant, <br /> unavoidable adverse -impacts in the following areas: 1) the <br /> conversion and subsequent loss of of 124.73 acres of agricultural <br /> grazing land to urban uses, 2) the loss of oak trees and oak <br /> woodland habitat, and 3) exceeding threshhold limits for carbon <br /> monoxide, ozone, and PM-10 and would contribute to County-wide and <br /> regional air quality problems. In approving the General Plan Map <br /> Amendment and Zone Reclassification applications, the Board of <br /> Supervisors certified the Final EIR and adopted both "Findings of <br /> Significant Environmental Impact" and "Statements of Overriding <br /> Considerations." <br /> Initial Study (Rev:01/91) <br /> 10 <br />
