This Initial Study concludes that this application for Zone
Reclassification does not have the potential to result in any
additional, adverse environmental impacts beyond those identified
by the earlier EIR. That EIR has been recirculated for -review at
the State 'Clearinghouse, in compliance with the requirements of the
California Environmental Quality Act, and all comments received
during the referral period will be incorporated into the final
environmental document for the project, along with responses to
those comments. The enviromental document must then be again
certified by the Board of Supervisors prior to taking action on the
application.
1.b. The EIR concluded that the project would not result in any
significant, adverse unavoidable impacts related to water
t supply. The subdivision will be required to annex to the
Lockeford Community Services District and make specified
improvements to the District's water delivery system prior to
approval of the Final Map.
2.c. The conclusion of the EIR was that the loss of 124.73 acres of
agricultural land represented a significant, unavoidable
adverse impact. In order to approve the application, the
Board of Supervisors will be required to adopt both "Findings
of Significant Environmental Impact" and "Statements of
Overriding Considerations. "
3.a. & b. The EIR concluded that the development of the site would
result in the loss of oak trees and oak woodland habitat. The
required mitigation measures included the preservation of at
least eighty percent of the site's oak trees, compliance with
a list of measures designed to preserve the trees that will
not be removed, and the three-to-one replacement of trees that
t are removed. The environmental document also determined that
the project would have an impact on the State-listed
threatened Swainson's hawk. To mitigate those impacts, the
developer of the project will be required to either
participate in the City of Stockton's Swainson's Hawk Habitat
Conservation Plan or acquire and enhance replacement foraging
habitat for the Swainson's hawk.
Initial Study (Rev:01/91)
11
