4.a. The EIR stated that the project-related pollutant emissions <br /> (carbon monoxide, ozone, and PM-10) would exceed the San � <br /> Joaquin Valley Unified Air Pollution Control District's <br /> thresholds for significance and would incrementally <br /> contribute to regional air quality problems. In order to <br /> approve the application, the Board of Supervisors will be <br /> required to adopt both "Findings of significant Environmental <br /> Impact" and "Statements of Overriding Considerations. " <br /> 5.a. The EIR concluded that the project would not result in any <br /> significant, unavoidable adverse impacts related to noise. <br /> 8.a. The developer will be required to annex the projet site into <br /> the Lockeford Community Services District in order to have the , <br /> Final Map approved. The District has already provided a will- <br /> serve letter for the provision of public water and sewage <br /> disposal services. <br /> 8.b. Neither the local school or fire districts will, be <br /> significantly affected by the approval of the project, because <br /> the former has entered into an agreement with the developer to <br /> mitigate the impacts of the project and because the latter has <br /> indicated that the project's impacts on its capabilities will <br /> be offset by the operation of a new fire station now under <br /> construction in the area. The EIR stated that the project, <br /> when -combined with cumulative impacts from other projects, <br /> could have a significant, adverse impact law enforcement <br /> services if measures are not taken to provide additional law <br /> enforcement personnel. <br /> i <br /> 9.a. & c. The EIR's trffic analysis indicated that Levels of <br /> Y i <br /> Service (IAS) for cumulative conditions wold fall below the <br /> minimum accepted level of "C. " In- order to maintain an <br /> acceptble LOS under cumulative conditions, the developer will <br /> be required at the tentative map stage to contriburte the <br /> necessary pro rata share of the cost associated with the j <br /> neecessary road improvements identified by the Final EIR. <br /> Initial Study (Rev:01/91) <br /> 12 <br />
