The proposed compost operation would require that an application for compost site be <br /> submitted to the Environmental Health Department(EHD) 30 days prior to operation. An <br /> application fee of$186.00 and a permit fee of$186.00 must accompany the application. <br /> w <br /> s <br /> N E. The proposed compost operation is going to be located in a building. The operation would <br /> not require a Report of Waste Discharge if the site is operated is a manner that does not <br /> generate wastewater and prevents feedstock or compost from coming in contact with storm <br /> water. <br /> a 1) All feedstock must be stored inside building. <br /> 2) All finished feedstock must be maintained inside building. <br /> 3) Water must be handled in such a manner as to not create excess drainage. <br /> E <br /> F. Obtain waste discharge requirements from the California Regional Water Quality Control <br /> Board, Central Valley Region, prior to building permits (Water Code, Article 5, Section <br /> 1 13280). <br /> G. All liquid and solid poultry wastes and vector problems associated with this poultry <br /> operation are to be retained on the premises, so as not to cause a nuisance or a health <br /> problem (Porter-Cologne Water Quality Control Act, Chapter 4, Article 4, Section 13260- <br /> 13263). Any complaints that are verified against this site will be charged the Environmental <br /> Health Department hourly rate of$93.00 for response and correction as per Board of <br /> Supervisors Resolution B-92-1591. <br /> H. Construction of individual sewage-disposal-systems)under permit and inspection by the <br /> Environmental Health Department is required at the time of development(San Joaquin <br /> County Development Title, Section 9-1110.3 & 9-1110.4). <br /> NOTE: The discharge of industrial wastewater to an onsite septic system is illegal. <br /> I.
