" <br /> Spills of hazardous or toxic substances will, in general, be <br /> controlled in the same manner as spills of oil, as described in <br /> this document, or as appropriate for the specific substance. <br /> Where CERCLA reportable spill occurs, recommendations of the <br /> Office of Emergency Services, County of San Joaquin and the <br /> National Response Center will be followed.
