HAZARDOUS WASTE MANAGEMENT As defined in Title 40 , Code of Federal Regulations, Part 261 . 5 , KRC Aggregate is a conditionally exempt small quantity generator, as we generate no more than 100 kilograms ( 220 pounds) of hazardous waste per month. As a generator of hazardous wastes, we are required by Part 260 to establish a contingency plan for the _ facility. The Spill Prevention Control and Countermeasure Plan (SPCC) will serve as that plan. Title 40 Code of Federal Regulations, part 264 . 50, Subpart D addresses the arrangements with local authorities in the event of a fire or spill. In the event of an emergency, KRC Aggregate will serve as the "primary emergency authority. " Because of constantly changing conditions, it is virtually impossible to familiarize outside authorities with roads on the site. A tour of our facilities with the Clements Fire Department has been completed. If outside authorities are called to assist in an emergency, they will be escorted onto the property from our front gate by one of our employees. Emergency procedures and personnel can be found in attachment 1. In reference to Part 264. 52, our primary emergency suppliers are: The New Pig Corporation (sorbent products) , Sentinel Fire Extinguisher (safety equipment) , and Safety-Kleen Corporation (cleaning products) . Materials handled at the facility are those commonly used and are not unique and pose no potential health problems. Therefore, no special training has been conducted at the Lodi Medical Center. The San Joaquin County emergency assistance number is 209-468-3962. Mine Safety and Health Administration (MSHA) requirements overlap State and Federal regulations, especially with regard to emergency procedures. Because they are generally more stringent, and related directly to facility conditions, adherence to MSHA regulations will be used at the facility. Attachment 2 lists names and telephone numbers of all persons qualified to act as "emergency coordinator" at the site, as required by Part 264. 52. In the event of an emergency at the facility, the shift supervisor for that area takes charge, and coordinates emergency relief activities. If special expertise is required they will be called in. Part 264. 52 requires a list of all emergency equipment at the facility. Almost all heavy equipment can serve as emergency equipment, especially when a spill occurs and berms must be — erected. Attachment 3 lists all facility equipment. MSHA requires us to have at least one fire extinguisher on all our mobile equipment. Our buildings have fire extinguishers located at designated sites as per MSHA. 21
