.. <br /> IX. HAZARDOUS WASTE MANAGEMENT <br /> As defined in Title 40 , Code of Federal Regulations, Part <br /> 261 . 5 , KRC Aggregate is a conditionally exempt small quantity <br /> generator, as we generate no more than 100 kilograms ( 220 pounds) <br /> of hazardous waste per month. As a generator of hazardous wastes, <br /> we are required by Part 260 to establish a contingency plan for the <br /> _ facility. The Spill Prevention Control and Countermeasure Plan <br /> (SPCC) will serve as that plan. <br /> Title 40 Code of Federal Regulations, part 264 . 50, Subpart D <br /> addresses the arrangements with local authorities in the event of a <br /> fire or spill. In the event of an emergency, KRC Aggregate will <br /> serve as the "primary emergency authority. " Because of constantly <br /> changing conditions, it is virtually impossible to familiarize <br /> outside authorities with roads on the site. A tour of our <br /> facilities with the Clements Fire Department has been completed. <br /> If outside authorities are called to assist in an emergency, they <br /> will be escorted onto the property from our front gate by one of <br /> our employees. Emergency procedures and personnel can be found in <br /> attachment 1. <br /> In reference to Part 264. 52, our primary emergency suppliers <br /> are: The New Pig Corporation (sorbent products) , Sentinel Fire <br /> Extinguisher (safety equipment) , and Safety-Kleen Corporation <br /> (cleaning products) . <br /> Materials handled at the facility are those commonly used and <br /> are not unique and pose no potential health problems. Therefore, <br /> no special training has been conducted at the Lodi Medical Center. <br /> The San Joaquin County emergency assistance number is 209-468-3962. <br /> Mine Safety and Health Administration (MSHA) requirements <br /> overlap State and Federal regulations, especially with regard to <br /> emergency procedures. Because they are generally more stringent, <br /> and related directly to facility conditions, adherence to MSHA <br /> regulations will be used at the facility. <br /> Attachment 2 lists names and telephone numbers of all persons <br /> qualified to act as "emergency coordinator" at the site, as <br /> required by Part 264. 52. In the event of an emergency at the <br /> facility, the shift supervisor for that area takes charge, and <br /> coordinates emergency relief activities. If special expertise is <br /> required they will be called in. <br /> Part 264. 52 requires a list of all emergency equipment at the <br /> facility. Almost all heavy equipment can serve as emergency <br /> equipment, especially when a spill occurs and berms must be <br /> — erected. Attachment 3 lists all facility equipment. MSHA requires <br /> us to have at least one fire extinguisher on all our mobile <br /> equipment. Our buildings have fire extinguishers located at <br /> designated sites as per MSHA. <br /> 21 <br />
