11. Health Considerations: Operations shall not cause health or <br /> t sanitary problems to develop. <br /> r 12 . Setbacks: Excavation shall be restricted to the 100 acres <br /> designated on the approved site plan. <br /> 13 . Slopes: Working slopes shall be no steeper than 2 : 1 <br /> (horizontal to vertical) . Final slopes shall be nod <br /> steeper <br /> than 5: 1 (horizontal to vertical) . If, after one year or more <br /> of excavation, the Department of Public Works determines that <br /> the approved slopes are unstable, the Planning Commission may <br /> adopt stricter slope requirements for future excavation and <br /> require the applicant to correct past slope deterioration. <br /> 14 . Fencing: The existing barbed-wire perimeter fence eland the <br /> steel gate at Brandt Road shall be maintained by the applicant <br /> in order to restrict unauthorized access to the project site. <br /> 15. Screening: Vegetative screening is not required unless the <br /> surrounding land is redesignated from Agriculture to <br /> Residential, as shown by the County General Plan. <br /> 16 . Ponding: All water utilized in processing operations, , and all <br /> surface runoff generated as a result of uncovering the natural <br /> groundcover, shall be directed to approved retention ponds. <br /> No processed water, sediment, or excavation-related {surface <br /> runoff shall be allowed to enter any permanent or seasonal <br /> stream located within or adjacent to the project site. <br /> 17 . Rehabilitation Schedule: The project site shall be excavated <br /> and rehabilitated in compliance with the excavation and <br />` rehabilitation schedule approved by the Planning Commission. <br /> 18 . Duration of Approval: This permit is approved through May <br /> 1998 . The permit shall become null and void except as to its <br /> rehabilitation requirements if operations are discontinued for <br /> a period of at least 18 months. <br /> 19 . Inspection of the Operation: The applicant shall pay to San <br /> Joaquin County the adopted fee to cover periodic permit <br /> compliance inspections by County staff. <br /> 20. Revocation: If it appears, on the basis of one or more permit <br /> compliance inspection, that operations are in violation of the <br /> approved permit, the Planning Commission shall conduct a <br /> permit revocation hearing. <br /> l . <br /> Conditions of Approval - 5 -- (QX-86-1.) <br />
