i <br /> ORDINANCE DEVELOPMENT REQUIREMENTS <br /> 1. Permitted Accessory Uses: Permitted accessory uses shall be <br /> limited to sand, gravel, and placer gold separation plants; a <br /> rock crushing plant; and a concrete batching plant. <br /> 2 . Stockpiling-: All stockpiles of soil, sand, gravel, and rock <br /> shall be located at least 25 feet from all property lines. <br /> 3 . Private Roads: Prior to the commencement of operations, the <br /> first 100 feet of the private access road north of Brandt Road <br /> shall be surfaced in the manner approved and inspected by the <br /> Department of Public Works. <br /> 4 . Erosion control: Excavated areas shall be revegetated in <br /> compliance with the approved excavation and rehabihitation <br /> schedule and the Soil Conservation Service Plan dated December <br /> I 16, 1985. <br /> 5 . Noise", Vibration, Dust, and Unsightliness: The operating <br /> practices utilized shall minimizee noise, vibration, dust, and <br /> unsightliness. <br /> I <br /> 6. Hours of Operation: With the exception of periods of declared <br /> National, State, or County emergency, daily operations shall <br /> be restricted to the period between 5: 00 a.n. and 9 : 00 <br /> lp.m. of <br /> the seasonal time standard then in effect, except for <br /> operations of the rock processing plant, which may operate on <br /> a 24-hour basis. <br /> 7 . Lighting: The applicant shall not allow any lighting <br /> established on the project site to illuminate Brandt Road or <br /> the parcels adjacent to the project site. <br /> 8. Emissions: Prior to the commencement, of operations, the <br /> applicant shall obtain all permits applicable under the rules <br /> and regulations of the San Joaquin County Air Pollution <br /> Control District. <br /> 9 . Replacement of Topsoil* Topsoil and overburden to an 'average <br /> depth of three feet shall be set aside and shall be replaced <br /> in compliance with the approved excavation and rehabilitation <br /> schedule. <br /> 10. Weed Control: Prior to the commencement of operations, the <br /> applicant shall obtain approval by the Agriculture <br /> Commissioner of a noxious weed control plan. <br /> Conditions of Approval - 4 - (QX-86-1) <br />
