i ORDINANCE DEVELOPMENT REQUIREMENTS 1. Permitted Accessory Uses: Permitted accessory uses shall be limited to sand, gravel, and placer gold separation plants; a rock crushing plant; and a concrete batching plant. 2 . Stockpiling-: All stockpiles of soil, sand, gravel, and rock shall be located at least 25 feet from all property lines. 3 . Private Roads: Prior to the commencement of operations, the first 100 feet of the private access road north of Brandt Road shall be surfaced in the manner approved and inspected by the Department of Public Works. 4 . Erosion control: Excavated areas shall be revegetated in compliance with the approved excavation and rehabihitation schedule and the Soil Conservation Service Plan dated December I 16, 1985. 5 . Noise", Vibration, Dust, and Unsightliness: The operating practices utilized shall minimizee noise, vibration, dust, and unsightliness. I 6. Hours of Operation: With the exception of periods of declared National, State, or County emergency, daily operations shall be restricted to the period between 5: 00 a.n. and 9 : 00 lp.m. of the seasonal time standard then in effect, except for operations of the rock processing plant, which may operate on a 24-hour basis. 7 . Lighting: The applicant shall not allow any lighting established on the project site to illuminate Brandt Road or the parcels adjacent to the project site. 8. Emissions: Prior to the commencement, of operations, the applicant shall obtain all permits applicable under the rules and regulations of the San Joaquin County Air Pollution Control District. 9 . Replacement of Topsoil* Topsoil and overburden to an 'average depth of three feet shall be set aside and shall be replaced in compliance with the approved excavation and rehabilitation schedule. 10. Weed Control: Prior to the commencement of operations, the applicant shall obtain approval by the Agriculture Commissioner of a noxious weed control plan. Conditions of Approval - 4 - (QX-86-1)
