5) On Clements Road and Brandt Road (Northbound to Eastbound) as shown on Figure 17 of <br /> the Traffic Impact Study, a minimum of about 140 square feet of pavement shall be added on <br /> the outer edge to keep trucks form leaving the pavement. <br /> 6) On Clements Road and Brandt Road (Westbound to Northbound) as shown on Figure 17 of <br /> the Traffic Impact Study, a minimum of about 165 square feet of pavement shall be added on <br /> the outer edge to keep trucks form leaving the pavement. <br /> d. Prior to any work being performed on-site under this permit, one of the following mechanisms to <br /> maintain operational haul route roads shall be in place: <br /> 1) A Maintenance Agreement to ensure that any County roads (including all structures on haul <br /> routes) utilized as haul routes are maintained in a condition acceptable to San Joaquin <br /> County shall be executed by the applicant. The Maintenance Agreement shall remain in <br /> force for the duration of operation under this permit. A security bond or other instrument in the <br /> amount and form acceptable to the Department of Public Works shall be filed with the <br /> Department. The bond will guarantee that if the permittee fails, refuses or neglects to repair <br /> any damages to any County roads along the haul routes resulting from permittee's operation, <br /> the Department of Public Works may do the work necessary to restore County roads along <br /> the haul routes to equal or better than, original condition. A video file of the operational haul <br /> route roads shall be submitted to the Department of Public Works. The condition of these <br /> roads shall be reviewed by the applicant and the Department of Public Works prior to the <br /> start of excavation and annually thereafter. The amount of deposit or security required may <br /> be adjusted at the discretion of the Director of Public Works. The cash deposit or security <br /> shall be replenished or adjusted following any payment to the County for work performed, or <br /> to provide for additional future work that may be required, or <br /> 2) A maintenance agreement that includes an annual per-cubic yard fee acceptable to <br /> Department of Public Works shall be executed by the applicant. (Development Title 9- <br /> 1415.2) <br /> e. The Traffic Impact Mitigation Fee may be required for the incremental traffic related to this <br /> application. The fee is due and payable prior to exporting material related to this application. The <br /> fee shall be automatically adjusted July 1 of each year by the Engineering Construction Cost <br /> Index as published by the Engineering News Record. The fee will be based on the current <br /> schedule at the time of payment. (Resolutions R-90-304, R-9-1025, R-93-167, R-94-650, and R- <br /> 96-592) <br /> f. The Regional Transportation Impact Fee may be required for the incremental traffic related to this <br /> application. The fee is due and payable prior to exporting material related to this application. The <br /> fee will be based on the current schedule at the time of payment. (Resolution R-06-38) <br /> g. The developer shall provide drainage facilities and meet the requirements of San Joaquin County <br /> Development Standards. The capacity of both upstream and downstream drainage facilities <br /> cannot be exceeded due to runoff from the development. (Development Title Section 9-1135) <br /> h. Applicant shall file all Permit Registration Documents (PRDs) with the State Water Resources <br /> Control Board (SWRCB) to state the intent to comply with the State "General Permit for Storm <br /> Water Discharges Associated with Construction Activity". The Waste Discharge Identification <br /> Number(WDID) issued by SWRCB, shall be submitted to Public Works for file. <br />
