PA-0600277 OF <br /> KRC AGGREGATE_ INC. <br /> (FOURTH SUPERVISORIAL DISTRICT) <br /> (415ths VOTE REQUIRED) <br /> i IT IS RECOMMENDED: <br /> That the Board of Supervisors: <br /> 1. Approve the Agreement with Michael Brandman Associates (Attachment "A"); <br /> 2. Authorize the Board Chairman to sign the Agreement; and <br /> 3. Instruct the Auditor-Controller to increase expense appropriations in the <br /> Community Development Department's budget by $189,962.00 with offsetting <br /> revenues. <br /> REASON FOR RECOMMENDATION.• <br /> On March 22, 2006, the Environmental Review Officer determined that an <br /> Environmental Impact Report (EIR) is required for KRC Aggregates, Ine.'s request for a <br /> Quarry Excavation Application. <br /> The quarry is expected to extract approximately 15 million tons of sand and gravel from a <br /> 1,945 acre project area over a fifteen-year time period. The excavation and reclamation will <br /> be on 1,127 acres of the 1,945 acre site and will be carried out in three phases. Each phase <br /> consists of multiple sites within the project area to permit the applicant to blend aggregate <br /> with different characteristics to create various products. The mined material is located close <br /> to the surface under a thin layer of topsoil so that the deepest mined areas will be <br />
