r <br /> -2- <br /> approximately thirty feet in depth. This project is adjacent to an existing quarry. The <br /> excavated material..from this project will be processed(crushed, screened, sorted, and <br /> stockpiled)at the existing facilities on the adjacent site. The new quarry will operate as an <br /> expansion of the existing quarry.There will be one reclamation plan for both projects. The <br /> combined yearly total of the two quarries will be approximately one million tons per year. <br /> The hours of operation for excavation will be 5:00 a.m.to 9:00 p.m. Processing plant <br /> operations may operate on a'24-hour basis. The project is located on the north side of the <br /> east terminus of Brandt Road, 1.2 miles east of Johnson Road, east of Clements. <br /> A Request for Proposal was sent to six (6) environmental consulting firms (Attachment <br /> B"),two of which responded with proposals (Attachment "C"). The proposals were <br /> reviewed using the scoring criteria in Attachment "D", and Michael Brandman <br /> Associates was selected to prepare the EIR. Based on the consultant's proposal, the <br /> applicant has submitted a fee of$240,301.93. This fee includes the consultant's cost of <br /> producing the EIR in the amount of$189,962.00 plus the County's administrative fee of <br /> $50,339-93. The consultant is prepared to begin work on the EIR. The Consultant <br /> Agreement, including Michael Brandman Associates' scope of work, is enclosed. <br /> FISCAL IMPACT: <br /> There is no General Fund impact as a result of this action. The cost of the Environmental <br /> Impact Report (including County administrative costs) is borne by the applicant.
