Projcct,Work` 1a' n <br /> As part of this Work.Plan, MBAEis'prepared-to lake 'responsibility for project planning, <br /> l initiation and organization, preparation and processing of.,CEQA notices (as described.in our <br /> work plan), data compilation, impact assessment, development of mitigation measures, <br /> report compilation'and distribution, legal monitoring and.review, response to public <br /> { comments on theAraft EIR, public meetings; coordination with County staff, and preparation <br /> of.the findings and mitigation monitoring plan. 'MBA envisions that the,proposed scope of <br /> work will require the major tasks outlined below. If needed MBA and the County may <br /> discuss refinements to the scope of work; budget, and project schedule during the initial <br /> task. <br /> 1.1 - Project Initiation, Establish Eines of Communication, and Recirculate Notice of <br /> r Preparation <br /> Upon project authorization, MBA will meet with County representatives, sub-consultants, <br /> and the Applicant to initiate the environmentalreview process. Eines of communication will <br /> be established, potential.information sources will be discussed, and the Work Plan and <br /> schedule will be reviewed and refined. <br /> MBA will manage the preparation of the EIR and maintain close communication among <br /> County staff and project team members. The MBA project manager will provide <br /> management liaison among the project team and County staff for communication of issues, <br /> transmittal of comments, financial management (i.e., invoices), and other project <br /> management matters. <br /> The County will need to file and resubmit the Notice of Preparation (NOP)for the Project to <br /> the State Clearinghouse (SCH). The previous NOP was only circulated for only 25 days (i. e. <br /> from January 20, 2007 through February 14, 2007), which does not fulfill the 30 day noticing <br /> requirement set forth in Section 15103 of the CEQA Guidelines. As a consequence, this <br /> Work Plan assumes that the NOP will be released by the County immediately following <br /> Project Initiation. This approach will avoid subjecting the County to potential legal challenge <br /> based on this procedural issue. <br /> M 1.2 -Acquire Background Materials and Initiate Reconnaissance-Level Resource <br /> Inventory <br /> MBA will assemble and review existing information available from both the County and <br /> project applicant and will prepare a complete bibliography of the available reports and <br /> E studies. With this information, MBA will clearly delineate the mining footprint(s) using <br /> M geographic information system (GIS) to enable field reconnaissance of the project site by <br /> MBA technical staff to gain a better understanding of the site and issues and concerns <br /> associated with the Project. <br /> In coordination with the County, we will also make initial contacts with the California <br /> Department of Fish and Game (CDFG), U.S. Fish and Wildlife Service (USFWS), U.S. Army <br /> Corps of Engineers, and other regulatory agencies to identify potential agency concerns <br /> regarding the Project. If appropriate, meetings will be arranged with agency personnel. <br /> 1.3 - Develop Project Description and Alternatives' <br /> One of the first key actions will be the formulation of a working description for the Project <br /> and project alternatives. MBA will work closely with the County, and as appropriate the <br /> applicant, to prepare a description that articulates the overall objectives of the project. MBA <br />
