U <br /> will prepare the project description section of the LIR, based on information provided during <br /> project initiation and comments received on the NOP, to include the following: <br /> • Regional and local setting, <br /> • Project history and Description of Existing .Operations; <br /> • Project. objectives of the County and,the'apphcant, <br /> • P oject:cl..a. cteri. .cs acid important project operational features/details, and . <br /> hist of anticipated regulatory approvals <br /> The level of detail and.accuracy will be limited to the availability of engineering, design, and <br /> layout information developed to date. To maintain the project schedule MBA will work <br /> directly with the applicant and members of the Project Planning Team to confirm the current <br /> descriptions of the.Project and complete the descriptions of those Project elements not <br /> presently defined. Where project description information is limited, the MBA will develop <br /> appropriate assumptions to allow the document preparation to proceed. To facilitate this <br /> process MBA will: <br /> 1. . Attend initial orientation meeting with County staff and MBA project team leaders to <br /> review the proposed project scope of work and to determine which elements will be <br /> included in descriptions of the project and alternatives to the proposed projects. <br /> 2. Obtain copies of the complete project application and all relevant documents, in <br /> order to understand the range of issues associated with the project and for use in <br /> conducting the environmental analysis. Information will include project objectives, a <br /> detailed site plan, land use data, a narrative program description, and graphic <br /> renderings sufficient to depict the project's appearance and character. <br /> 3. MBA will review the Draft Reclamation Plan for adequacy under SMARA (Section <br /> 3502), Mining and Geology Board, and San Joaquin County Quarry Excavation <br /> Standards set forth in Title 9 of the San Joaquin County Development Title. MBA will <br /> also maintain communication with the County regarding any subsequent drafts of the <br /> Reclamation Plan to ensure that adequacy issues are resolved prior to completion of <br /> the Administrative Draft EIR. <br /> 4. Work with the County to develop preliminary alternative conceptual site plans, land <br /> use data, and narrative program descriptions of feasible alternatives to the project. <br /> 5. Request necessary updates to any existing technical studies prepared by the <br /> applicant to address EIR significance criteria. <br /> 1.4 - Develop Impact Analysis and Prepare Administrative Draft EIR <br /> MBA will use information from the Initial Study, NOP, comment letters, and scoping process <br /> to focus the analysis on those issues that were identified as potentially significant. Report <br /> format and content will be in full compliance with CEQA, the State CEQA Guidelines, and <br /> County's environmental guidelines. EIR organization will include existing conditions, <br /> impacts, mitigation measures, and discussions addressing topical issues. To present <br /> information in a concise and easily understood format, MBA will augment the EIR analysis <br /> with graphics and summary tables where appropriate. Work products will consist of <br /> submitting the EIR on CD, and professionally photocopied reports in comb bindings. <br /> MBA will prepare an Administrative Draft EIR and submit 5 (5) copies on CD and 10 (10) <br /> printed bound copies to County Staff for review. <br /> MBA anticipates two rounds of internal County review and comment on the Administrative <br /> Draft EIR. MBA will incorporate the first round of comments in underline/strikeout format to <br /> allow for a more efficient secondary review. The County will provide the format for the <br />
