The introduction will <br /> also include a 'list of issues=addressed in the EIR;as well as those issues that'clearly,do not , <br /> pertain.:,.Included will,be a-discussion of the discretivriary approvals and permits required by <br /> the`County and other,agencies relying"on the'EIR for environrh6ntaI information: Also <br /> included will be a brief background discussion on the planning history of the project,,as well <br /> as relevant County plans and!policies concerning this project. <br /> Executive Summary . <br /> This section will include a'brief description of the project and a summary table, which lists all <br /> of the potential impacts identified in the EIR by topic, along with the corresponding mitigation <br /> measures and the level of significance after mitigation. The summary will also include a <br /> brief description of the alternatives to the proposed project. <br /> t <br /> Project Description <br /> The description of the Project will consist of those actions described in Section 2.3 and will <br /> ° begin with an overview of existing conditions on the site and in the surrounding area to <br /> provide a context for the Project. The project description will include a statement of project <br /> l objectives, as required under CEQA. The project description will include regional and <br /> vicinity location maps, site features, a description of ownership, land holdings and <br /> jurisdictional boundaries, project phasing and reclamation, and relationships to other related <br /> 4 mining support activities and facilities. <br /> Environmental Impact Analysis - <br /> This is the main chapter of the EIR, and will include separate sections for each <br /> environmental topic, in accordance with the format required by the County. Each section <br /> will include a description of the environmental setting, applied significance criteria, and a <br /> discussion of project-related impacts. It is anticipated that the setting sections will rely on <br /> i information from the preparation of technical studies for the project, previous reports <br /> prepared by the County, and other published reports, as supplemented by information <br /> obtained during site visits. <br /> t <br /> MBA will draft proposed significance criteria for each EIR topic, for review and comment, as <br /> part of the preparation of the Administrative Draft EIR. These criteria will be based on <br /> Appendix G of the CEQA Guidelines and the professional judgment of MBA and County <br /> staff for each issue area analyzed in the EIR. In addition to the general standards of <br /> t significance identified in the CEQA Guidelines, there are established thresholds applicable <br /> to this project including, but not limited to, archaeology, air quality, biological resources, <br /> traffic, and noise, Each technical section of the EIR will identify these thresholds so that the <br /> reader can clearly understand the analytical process used to identify potential project <br /> effects. <br /> This will result in consistent and appropriate application of impact thresholds and mitigation <br /> requirements for all EIR topic areas. The methodology and criteria used for determining the <br /> impacts of the project will be clearly and explicitly described in the EIR, including any <br /> I assumptions, models, or modeling techniques used in the analysis. The level of significance <br /> of the impact will be stated; a determination will be made as to whether it is less than <br /> significant, potentially significant, significant, or significant and unavoidable. Mitigation <br /> measures will be identified, and the extent to which the proposed mitigation measures will <br /> reduce the level of significance of the identified impact will also be stated. <br />
