MBA will then <br /> prepare draft responses to comments that include any text corrections and revisions based. <br /> on new information received dune g,fhe�public agency review process: The.Final EIR will be, <br /> comprised of a list of persons.8:6d, gencies commenting,on'the Draft Elk_,.thie comment <br /> letters, responses.to comments;'and text amendments to the Draft EIR. <br /> MBA will prepare.an Administrative Draft Final EIR and submit six (6) copies on CD and six <br /> (6) printed boundcopies to County Staff for review. <br /> To facilitate this process, MBA will proceed as outlined below: <br /> 1. Coordinate with the County staff that will assemble comments on, and suggested <br /> revisions to, the Adrninistrative'Draft EIR. This proposal assumes that the County <br /> will provide one set of:unified staff comments. <br /> 2. Complete one set of revisions to the Administrative Draft EIR, pursuant to the review <br /> of staff comments. <br /> 3. Prepare and reproduce the Administrative Final EIR for submittal to the County for a <br /> final proof-check review prior to distribution to the public. <br /> Because it is difficult to predict the volume of comments that will be submitted on the Draft <br /> EIR or the degree of controversy that the project will generate, the level of effort required to <br /> prepare responses to the comments cannot be estimated with accuracy. For purposes of <br /> this scope of work, a budget equivalent to approximately 150 hours of professional time has <br /> been allocated to the preparation of the Final EIR and Mitigation Monitoring and Reporting <br /> Program (MMRP) (described below). If currently unforeseen efforts are required beyond this <br /> allocation, additional budget may be required. <br /> 1.7: Prepare Final EIR and Mitigation Monitoring and Reporting Program <br /> MBA will revise the Final EIR based on any final comments received by County staff. MBA <br /> will proceed as outlined below: <br /> 1. Produce 100 hard copies, including one, unbound "camera ready" copy, and ten (10) <br /> digital compact disc, web-supportable format copies of the Draft EIR,. <br /> 2. Responses to comments on the Draft EIR will be distributed by MBA via certified mail <br /> either as a hard copy or a CD to all persons and agencies that commented on the <br /> Draft EIR. <br /> As part of the EIR preparation effort, a comprehensive Mitigation Monitoring and Reporting <br /> Program (MMRP) will be prepared for the project pursuant to Section 21081.6 of the Public <br /> Resources Code. MBA will coordinate with the County in designing the monitoring and <br /> reporting program. The program will list mitigation measures specified in the EIR, identify <br /> the parties responsible, and indicate the time frame for implementation of monitoring for <br /> each mitigation measure. <br /> After review and comment on the draft MMRP, MBA will revise the MMRP, according to the <br /> comments provided, and will submit the final MMRP with the submittal of the final EIR. <br /> 1.8: Prepare Findings <br /> The Administrative Draft Findings of Fact and (if necessary) Statement of Overriding <br /> Considerations will identify each significant effect and make one of three findings: (1) <br /> changes have been made that avoid or substantially lessen the significant environmental <br /> effect, (2) such changes are the jurisdiction of another agency and can or should be adopted <br /> by that agency, (3) specific economic, social, technological or other considerations make <br />
