A.3 - Cost Estimate <br /> MBA estimates that the work to complete the scope of work identified;in Sectoh 1 of.this <br /> Scope of Work is for a total ndt-to-exceed.amount of.$189,962.00. This estimate is biased:, <br /> on our understanding of the Project and several assumpti6n..identified below.Table-2 <br /> provides the overall breakdown of all costs that are tied directly to the tasks identified'in the <br /> Work Plan as listed in Section .1 of this Scope of Work. Also; we have included-:our.current <br /> 2007 Schedule of Pees in Appendix A. MBA proposes to bill for services.rendered on a time <br /> and materials basis each month. A summary log of work will be submitted with each <br /> monthly invoice, itemized by each task identified in the Proposal. <br /> 3.1 - Project Understanding and Assumptions <br /> MBA understands that the KRC Aggregates Quarry Excavation Permit and Reclamation <br /> Plan Project (Project)will include the expansion of an existing quarry operation to allow.for <br /> the extraction of up to 15 million cubic yards of sand and gravel from a 1,945 acre site. <br /> Mining and reclamation operations would be limited to 1,127 acres of the total site and <br /> would occur in three phases over a 15 year period. Each phase, V, VI, and VII, would <br /> consist of multiple excavations within the project site to allow the Applicant to blend <br /> aggregate materials as appropriate. The maximum depth of excavation would be +30 feet <br /> below the existing ground surface. Ultimate reclamation of the site would facilitate <br /> rangeland and open spaces uses. <br /> The site is located at the terminus of Brandt Road. The Project site includes all or part of <br /> assessor parcel numbers (APN)023-170-08; 023-180-01 and 03; 023-190-03; 023-230-08, <br /> 09, and 13; 023-250-02 (see Exhibit 2). One or more these properties is currently covered <br /> under the provisions of a Williamson Act contract. <br /> Access to the Project site would be provided via Brandt Road from Clements Roads, which <br /> connects with State Route(s) 12 and 88 north of the site and Kettelman Road to the south. <br /> The general distribution of haul trucks, based on market demand, will have two-thirds of the <br /> haul truck trips traveling south on Clements Road, with the remaining one-third traveling <br /> north. Alternate haul routes to be evaluated as part of the EIR include Cord Road to the <br /> north of the site and Harney Road, south of Kettelman Road. <br /> The processing of the mined aggregate (i.e., crushing, screening, sorting, etc.) will occur at <br /> the existing Processing Plant, which would continue to operate 24 hours a day. Mining <br /> excavation however would be restricted from 5:00 am to 9:00 pm. The existing aggregate <br /> wash ponds would remain in use and process water would be used to support up to 75 <br /> percent of the Project's water needs. The aggregate processing plant will require up to 2.3 <br /> million gallons per day (gpm) to satisfy replacement water needs. Groundwater pumping <br /> would occur from two existing 500 gpm production wells that are operated by a 1,400 gpm <br /> pump. Based on information provided in the Application, the pumps would have an average <br /> pumping rate of 600 gpm. <br /> To accurately budget MBA's work plan for developing the project description and the EIR <br /> analysis, we have made certain assumptions, which are identified below. If these <br /> assumptions change or requiring re-visiting, MBA wilt require an budget augment. <br /> • A Draft Reclamation Plan will be available for review prior to the initiation of the CEQA <br /> review, including conceptual or engineering plans, associated infrastructure, any <br /> offsite access improvements, erosion control plans, etc. <br /> • The Applicant will participate in the San Joaquin Multi-Species Conservation Plan <br /> (SJMSCP) to mitigate for potential impacts to covered species for portions of the <br />
