y <br /> 6 . Excavation operations shall not be carried on during the <br /> hours from nine ( 9 ) p.m. through five (5 ) a.m. , except during <br /> periods of declared national, state, or local emergency. <br /> Said hours are to be based on either Pacific Standard Time or <br /> Pacific Daylight Saving Time, whichever is legally in effect. <br /> 7 . Any night lighting established on the property must be <br /> arranged and controlled so as not to illuminate public <br /> rights-of-way or adjacent properties . <br /> 8. All emissions are subject to the rules and regulations of the <br /> San Joaquin County Air Pollution Control District. <br /> 9 . Operations shall be in accordance with any instructions Brom <br /> the Agricultural Commissioner to control the spread of <br /> noxious weeds . <br /> 10 . The excavation must not cause health or sanitary hazards and <br /> shall not create conditions which will cause the breeding or <br /> increase of mosquitos , rodents, or other pests. <br /> 11 . Fencing four feet in height consisting of not less than three <br /> strands of barbed wire shall be placed around the excavation <br /> area. <br /> 12 . Rehabilitation shall be completed, in conformance with the <br /> rehabilitation plan prior to the expiration of this permit. <br /> 13 . The applicant must pay a fee of $150 to the Department of <br /> Public Works to cover the cost of an annual inspection of the <br /> excavation to assure compliance with the provisions of the <br /> permit. <br /> 14 . Protective vegetative planting is required for the entire <br /> site. The type and method- of seeding shall be to the speci- <br /> fication of the Soil Conservation Service. <br /> 15 . This permit shall expire on October 1 , 1990. The excavation <br /> and all conditions of approval shall be completed by October <br /> 1 , 1990 . <br /> 16 . A surety bond in an amount specified by the Department of <br /> Public Works and in a form approved by County Counsel shall <br /> be secured prior to excavation. <br /> r <br /> 17 . No excavation can occur within any Pacific Gas and Electric <br /> i <br /> Company easements without their prior written approval. <br /> 18 . All grading shall comply with Chapter 70 of the 1982 Uniform <br /> Building Code. <br /> 19 .
