Letter to Mike Huggins <br /> February 27,2006 <br /> Page 2 <br /> V <br /> The site is currently being developed by Shea Homes as part of the Mountain House Development. <br /> Chapter 6, Section 6.8.4, Implementation, Section A of the Mountain House New Community Master <br /> L Plan, 1994, attached, states that gas wells within 500 feet of the project should be mapped and a report <br /> prepared "so that the County can determine if the County's procedures for well abandonment and <br /> remediation have been followed." The page of the Master Plan containing this quote is attached. The <br /> 1. attached documents also contain the Construction Site Well Inspection Report, the Report of Well <br /> Abandonment, and a letter from the DOGGR. The letter states that the well was exposed, inspected, leak <br /> tested, and that DOGGR records indicate that the Phillips-Santucci-BVK I gas well, ` vas abandoned <br /> properly to today's standards." <br /> Condor contacted the DOGGR for pre-construction recommendations on new construction over or near <br /> previously abandoned gas wells. The DOGGR recommended following the procedures outlined in their <br /> Construction-Site Review Program, attached, to ensure that an abandoned gas well meets the Division's <br /> pre-construction well requirements and section 3208.1 of the Public Resources Code before the issuing <br /> Lof building and grading permits. Section 3208.1 of the Public Resources Code requires re-abandonment <br /> of any previously abandoned well if the supervisor or the district deputy has any question regarding the <br /> integrity of the previous abandonment. <br /> LCondor completed the following steps to comply with the DOGGR Construction-Site Review Program <br /> and the Mountain House Master Plan. Condor located and uncovered the closed gas well on February 8, <br /> 2006 with a DOGGR representative present. The Division representative conducted gas tests on the <br /> v sealed well. The well casing was then surveyed prior to placement of soil backfill and plotted on the Gas <br /> Well Location Map, attached. No visual signs of soil contamination were noted during the excavation. <br /> The accompanying Figure I shows the location of Phillips-Santucci BVK 1 as well as Arnaudo Brothers <br /> No. 1 abandoned natural gas wells (both within Neighborhood H), which was accepted as closed per <br /> DOGGR requirements in your August 12, 2005 letter, included as an attachment. In that letter, the San <br /> Joaquin County Environmental Health Department (SJCEHD) referred to the submitted parcel map for <br /> Neighborhood G, and that the Department would support the recording of the Parcel Map. Condor <br /> requests, at this time, that SJCEHD review the accompanying documents (including your August 12, <br /> 2005 letter accepting Arnaudo Brothers No. 1 as closed), and upon similar concurrence, issue a letter <br /> supporting the recording of the parcel map for Neighborhood H. <br /> The DOGGR recommended that construction of a building over the abandoned well sites be avoided if <br /> possible. If a structure is to be built over an abandoned well, a venting system is recommended.
