INITIAL STUDY <br /> (CONT'D) <br /> SU-92-15 <br /> There will be an increase of storm drainage run-off due <br /> to the increase of impervious surfaces. ER-88-1 states <br /> that retaining stormwater on-site has the potential for <br /> further raising the groundwater and adversely affect the <br /> on-site sewage disposal system. The applicant is <br /> proposing a single detention pond with terminal discharge <br /> into the Calaveras River which will mitigate this impact <br /> to a less than significant level. <br /> 2 . (a) ER-88-1 stated that the feasibility of on-site sewage <br /> disposal will primarily be dependent upon soil <br /> percolation at each site. Also noted was the high <br /> concentrations of nitrate-nitrogen that may result from <br /> the development at the proposed density. <br /> The Septic System Suitability and Nitrate Loading Study <br /> submitted with the application stated that the <br /> subdivision with a density of one unit per acre, is not <br /> likely to increase the nitrate concentration in the upper <br /> aquifer beyond the State limit. The percolation tests <br /> that were performed in accordance with the San Joaquin <br /> County guidelines at the six sites met County standards. <br /> A Condition of Approval. from Environmental Health will <br /> require an approved Soil Suitability Study for each <br /> parcel prior to development. <br /> 3 . (a,b) A survey of the Natural Diversity Data Base reveals that <br /> exit holes for the Valley Elderberry Longhorn Beetle were <br /> observed along the Calaveras River near Waterloo in 1984. <br /> The parcel is currently used seasonally for row crops an <br /> there is one residence on the site. There are no <br /> elderberry bushes on-site and because of the absence of <br /> the beetles' habitat, no significant impacts are <br /> anticipated. <br /> 4 . (a) The thirty-seven lots proposed by this project fall below <br /> the threshold of significance for air quality impacts as <br /> determined by the San Joaquin Valley Unified Air <br /> pollution control District. <br /> 5. (a) Noise from agricultural operations to the east would <br /> include the use of tractors, ground spraying and aerial <br /> spraying equipment. These uses would not be sustained <br /> for a period of time that would create a significant <br /> noise related impact. <br /> 8 . (a) The project is proposing a new community well for public <br /> water. The tentative map shows a detention pond with <br /> terminal discharge to the Calaveras River. The project <br />
