(b) Law enforcement for this area is provided by the San <br /> Joaquin County Sheriff's Department. ER-88-1 states that <br /> the estimated addition of 36 homes to the area would <br /> incrementally increase the demand for law enforcement <br /> services and would contribute to the existing need for <br /> additional staffing and equipment created by cumulative <br /> development in the County. However, this project in <br /> itself would not generate a significant adverse impact on <br /> this department. <br /> The fire protection services to the proposed project <br /> would be provided by the Waterloo Morada Fire District. <br /> ER-88-1 states that the proposed project would increase <br /> the demand for the Waterloo-Morada Fire District's <br /> service. However, this increased demand would not <br /> significantly impact the Fire District's ability to <br /> provide fire protection services within the area nor <br /> would it require additional staff or equipment. <br /> 9. (a) ER-88-1 states that existing intersection LOS for the AM <br /> and PM peak hours would remain unchanged with the <br /> addition of project traffic. Streets such as Hildreth <br /> Lane, Canepa Road and Foppiano Lane would continue to <br /> function as rural residential streets. Increases in <br /> vehicle traffic from the proposed project would not lead <br /> to a drop in the Level of Service for area intersections. <br /> 12 . (a) There will be some increase in night time lighting from <br /> new homes and street lights, however, this is not <br /> considered to be significant, as it is consistent with <br /> the existing lighting conditions within the Morada Rural <br /> Residential area. <br /> 13 . (a,b,c) The proposed subdivision is consistent with the site's <br /> Rural Residential General Plan designation and Rural <br /> Residential zoning. This area is planned for residential <br /> development, as evidenced by the Board of Supervisors' <br /> action in July 1992 showing this area for rural <br /> residential development. The development of 37 rural <br /> residential lots, and ultimately 37 single-family <br /> residences, is consistent with the planned rural <br /> residential use of the property. <br /> The Right to Farm Ordinance of San Joaquin County states <br /> that any agricultural activity that is consistent with <br /> accepted customs and standards cannot be considered a <br /> nuisance because of changes in the surrounding area. <br />
