3 <br /> Although ambiguous, the proposal appears to contemplate the establishment of a <br /> new water utitlity system and a drainage utility system. <br /> It will, of course, expand the fire and police protection services necessary in this <br /> art of the <br />� p county. Already police protection by the Sheriffs office is considered <br /> inadequate because of lack of funding. Construction of this project will add significantly <br /> to this problem, both during the actual construction and thereafter. Lodi Unified School <br /> District and, in particular, Davis school are overcrowded and underfunded presently. The <br /> anticipated additional new students will place an intolerable burden on schools that are <br /> already operating to capacity and beyond on a year-around schedule: <br /> The project, its construction, build out, sales effort, and ultimate habitation will <br /> generate significant traffic volumes on a road system that is primitive at best. There are no <br /> shoulders or sidewalks on the narrow and sometimes abruptly curving two lane roads <br /> between this proposed development and arterials and highways. The roads in this area are <br /> used extensively by walkers,joggers, bikers, kids going to and from school, etc... precisely <br /> because they are lightly traveled except at commute times. This development will <br /> significantly increase the commute and non-commute traffic load on these roads, <br /> increasing substantially the accident potential throughout the area and at all times. This is + <br /> especially true when considered in light of the percentage increase in traffic it represents <br /> and the existing marginal or below standard of road design. i <br /> Aesthetically, the project will convert open green space allowing views of !� <br /> orchards, sky, wildlife and rural scenes to just more subdivision clutter and expensive but <br /> ugly houses placed, in comparison, shoulder to shoulder. There is not much uglier(except <br /> perhaps to a developer) than 40+acres of blacktop and rooftops. These houses will <br /> produce a carpet of residential light in the night in an area in which light presently exists <br /> in only isolated and insignificant points. <br /> This project conflicts with long-standing planning in this area, planning which has <br /> long given preference to open space and expansive lots. It clearly conflicts with the use to <br /> which all of the property surrounding it is put. As such, it presents a significant deviation <br /> from prior area character and if allowed, would set a significantly detrimental precedent <br /> with regard to development of the additional nearby land whose zoning was also recently <br /> changed from agricultural to residential. <br /> Much of the surrounding land is rightfully devoted to agricultural uses. These <br /> long-time farmers must spray and dust in order to economically farm. This dust and spray <br /> will undoubtedly drift over the development, perhaps adversly affecting the residents. Not <br /> only will this adversly affect them, it is only a matter of time before one or more of the <br /> new residents complains to the farmers and seeks to have them prevented from using these <br /> customary practices. The conflict between the two incompatible uses is clear and <br /> substantial, and.magnified by the density proposed. <br />
