Carroll, et al Major Subdivision Project to divide 43.15 <br /> acres into 37 lots. Our property abuts the Project for 1785 feet in a <br /> northerly direction from Foppiano Lane. Our family has been engaged in <br /> farming in the area for approximately 100 years. In the past several <br /> years we removed about 20 acres of diseased cherries and walnuts, <br /> levelled over 20 acres, and installed 1300 feet of irrigation pipe line. <br /> It is obvious that we invested considerable time and money to continue <br /> our 28 acres of prime agricultural soil as a farming operation. We <br /> have discussed replanting trees to increase monetary yields per acre; <br /> however the change in zoning will influence plans due to the consider- <br /> able potential of land use conflicts of a subdivision adjacent to our <br /> agricultural operations. <br /> From the Final Supplemental EIR Nov. 1988, Section III <br /> Summary Table pp. 8-11 some of these are -- conflicts from <br /> noise, dust and spray drift, trespassing, theft, vandalism, etc. <br /> Mitigation Measures Cited: Create buffer areas and setbacks <br /> for lots that abut agricultural operations. <br /> At the Board of Supervisors meeting of July 20, 1989, I brought <br /> up the need for a fence for the Project east boundary northerly from <br /> Foppiano Lane to Canepa Road. <br /> Trespassing incidents have been increasing by service trucks, <br /> agricultural equipment, farm workers, etc. using our private road <br /> from Foppiano Lane as a "short-cut" or more direct or convenient <br /> route to their point of delivery. There have also been an increasing <br /> number of vehicles, farm equipment, etc. taking a "short-cut" from <br /> Canepa Road through our land and private road to Foppiano Lane. With <br /> a large number of lots in the proposed subdivision, the potential is <br /> certain to increase significantly. <br /> For these reasons, I feel strongly that a fence provided by the <br /> Subdivision Project is a necessity to help decrease the trespassing <br /> problem. <br /> I invite members of the Planning Division Office and the Planning <br /> Commission to come out to our property to get a first-hand look at the <br /> potential problems this subdivision has the potential to create!
