Gau, ' Senior Civil Engineer <br /> Development Services/Engineering Division <br /> SUBJECT: OTHER BUSINESS FOR 12-17-92 PLANNING COMMISSION HEARING: <br /> USE TYPE DEFINITION: EQUIPMENT SALES AND REPAIR <br /> (CATEGORY: FARM MACHINERY, REPAIR) . <br /> ------------------------------------------------------------------ <br /> On October 12 , 1992, Site Approval Application No. SA-92-58 was <br /> submitted to permit farm equipment repair, specifically of almond <br /> and walnut hulling equipment. The site is a 5. 25-acre parcel that <br /> is currently zoned AG-40 (General Agriculture; 40-acre minimum <br /> parcel size) and contains a 13 , 222 square-foot building to be <br /> removed, a 13 , 268 storage building, and a 1, 484 house to be <br /> converted to an office. The proposed operation would take place <br /> within a proposed, new 9 , 000 square foot building and materials <br /> would be stored in the remaining storage building which was <br /> formerly used as a chicken coop. The application was taken in <br /> under the category of Farm Machinery, Repair within the Equipment <br /> Sales and Repair Use Classification which is a permitted use type <br /> in the AG-40 zone subject to an approved Site Approval Application. <br /> However, staff later made the determination that the proposed use <br /> did not fit into that particular use classification type, but <br /> rather was permitted in the I-G (General Industrial) zone, under <br /> the Heavy General Industrial Use Type because the use involves <br /> redesigning, fabricating and assembling, not repairing. <br /> The applicant, Don Moyer, as representative of the business owner, <br /> states that this is an appropriate use under Farm Equipment, Repair <br /> since the equipment that they work on is used for agricultural <br /> purposes. On December 8, 1992 , during a phone conversation with F <br /> the business owner, he gave the following description of the work <br /> that his business does. Most of their work is to reconstruct <br /> existing huller machines. The hullers are disassembled and brought <br /> to the company. The owner of the business redesigns the parts of <br /> the huller so that it can be used as a huller and sheller. In that <br /> process there may be repair to bearings, conveyer belts, troughs, <br /> elevators, shaker decks, or the shelling machine. There may be <br /> additional fabricating to the conveyer, elevators, structural <br /> tubing or the shelling machines. The types of steel fabrication <br />
