Memorandum from the San Joaquin County Department of Public Works,
Ron Palmquist, Environmental Coordinator, dated November 7, 1988.
1. These comments are acknowledged. No further response is
necessary.
2 . The cumulative traffic analysis provided in the SEIR has
FU been revised per the recommendation of the County Public Works
Department. Please refer to Traffic section, pages 25-29 of the
FJFinal SEIR.
3 . The traffic circulation study conducted for the alternative
site intentionally omitted the Hildreth Lane/SR 99 Frontage and
Ashley Lane/Hildreth Lane intersections because they would only
carry 5% of project traffic. Based on approach volumes and field
observations of the traffic engineers (Omni-Means, Ltd. ) , it is
likely that these intersections are functioning at LOS A and would
continue to do so with the expected minor addition of traffic
resulting from this project. The intersections that were
analyzed in the traffic study carry greater volumes of traffic
during the AM and PM peak hours and therefore were expected to
.qs
be potentially impacted by the project.
17
