Memorandum from the San Joaquin County Department of Public Works, <br /> Ron Palmquist, Environmental Coordinator, dated November 7, 1988. <br /> 1. These comments are acknowledged. No further response is <br /> necessary. <br /> 2 . The cumulative traffic analysis provided in the SEIR has <br /> FU been revised per the recommendation of the County Public Works <br /> Department. Please refer to Traffic section, pages 25-29 of the <br /> FJFinal SEIR. <br /> 3 . The traffic circulation study conducted for the alternative <br /> site intentionally omitted the Hildreth Lane/SR 99 Frontage and <br /> Ashley Lane/Hildreth Lane intersections because they would only <br /> carry 5% of project traffic. Based on approach volumes and field <br /> observations of the traffic engineers (Omni-Means, Ltd. ) , it is <br /> likely that these intersections are functioning at LOS A and would <br /> continue to do so with the expected minor addition of traffic <br /> resulting from this project. The intersections that were <br /> analyzed in the traffic study carry greater volumes of traffic <br /> during the AM and PM peak hours and therefore were expected to <br /> .qs <br /> be potentially impacted by the project. <br /> 17 <br />
