y <br /> SECTION I <br /> INTRODUCTION <br /> ' A. PURPOSE <br /> This Supplemental EIR is an expansion of the Final EIR <br /> (dated June. 1988) for the proposed Morada Meadows project (GPA-87- <br /> 16, ZR-r87-35 and SU-87-23) pursuant= to CEQA. Under CEQA <br /> guidelines, Section 15163, a supplement to an EIR shall be <br /> prepared if: <br /> 1) Any of the conditions described in Section 15162 would <br /> require the preparation of a subsequent EIR; and, <br /> 2) Only minor additions or changes would be necessary to <br /> make the previous EIR adequately apply to the project in <br /> the changed situation. <br /> The purpose of this Supplement is to provide a reasonable <br /> analysis of an alternative site for the proposed project. This <br /> analysis will compare the environmental effects of and restraints <br /> on the alternative site with those effects and restraints <br /> pertaining to the proposed site. Three additional alternatives to <br /> f the proposed project were discussed in Section VII of the Final <br /> EIR. These alternatives included: no project, the project at a <br /> lower planned density with 5 to 10-acre parcels, and the project <br /> with public sewer, water and drainage services. , <br /> The alternative site was selected for analysis because of <br /> its location within -the Morada Rural Residential planning area, <br /> its proximity to the project site, and its ability to accommodate <br /> a project of the size proposed. This alternative is reasonable <br /> . from a land use perspective, although it may not be available for <br /> h immediate development. The current status of the availability of <br /> the alternative site is not to be used as the primary basis for <br /> its consideration. A recent California Court of Appeals decision <br /> f (88 C.DOS. 493-1988, Citizens of Goleta v. Board of Supervisors) <br /> _ states, "Serving the public purpose at minimal environmental <br /> expense is the goal of CEQA. Ownership of the land used and the <br /> identity of the developer are factors of lessor importance. " <br /> Should it be determined that a public purpose will indeed be <br />' served by the proposed project, the decision-making body must then <br /> weigh any environmental consequences caused by the project and <br /> compare the possible consequences should the project be located at <br /> an alternative site. <br /> The Final EIR as revised by the Supplemental EIR shall be <br /> considered by the decision-making body when deciding whether to <br /> f approve the proposed project. Pursuant to CEQA, a finding under <br /> Section 15091 shall be made for each significant effect shown in <br /> the Final EIR as revised by this Supplemental EIR. <br /> L <br /> k <br />
