SECTION III <br /> SUMMARY OF ENVIRONMENTAL IMPACTS AND MITIGATIONS <br /> The following table presents a summary of the project's <br /> r potentially significant environmental impacts at the <br /> proposed and alternative sites as well as mitigation measures <br /> which would eliminate or reduce such impacts to a level of <br /> insignificance. The table also identifies significant impacts on <br /> the environment which cannot be mitigated to an acceptable level. <br /> The following definition is provided to help clarify the <br /> concept of Significant Effects, as required by the California <br /> Environmental Quality Act (CEQA) , as amended. It is taken from <br /> the CEQA Guidelines, 1986. <br /> "Significant Effect on the Environment" is defined in Section <br /> 15382 of the State CEQA Guidelines.. It means: <br /> A substantial, or potentially substantial, adverse <br /> +' change in any of the physical conditions within the area <br /> affected by the project including land, air, water? I <br /> minerals, flora, fauna, ambient noise, and object of <br /> historic or aesthetic significance. An economic or <br /> social change by itself shall not be considered a <br /> significant effect on the environment. A social or <br /> economic change related to a physical change may be <br /> considered in determining whether the physical change is } <br /> significant. <br /> f <br /> The significant unavoidable adverse impacts identified in an <br /> ETR (CEQA document) require the Lead Agency and each Responsible <br /> i <br /> Agency to make a finding (CEQA Guidelines, Section 15091 and <br /> Public Resources Code, Section 21083 and 21087) for each <br /> significant unavoidable adverse impact, and a statement of <br /> overriding considerations (CEQA Guidelines, Section 15093) for <br /> the project, if approved. <br /> �F <br /> It should be noted that a majority of the proposed mitigation <br /> measures relate to the underlying project itself, and not to the <br /> proposed General Plan Amendment and Zone Reclassification. Those <br /> mitigation measures which are to be implemented at the General <br /> Plan Amendment and Zone Reclassification phase of the planning <br /> process are indicated with an asterisk (*) .
