project's traffic, 5 percent would be to/from the northeast on
Hildreth Lane and 20 percent to/from the southwest via the same
roadway. (Please refer to Figures 6 and 7 for a distribution of
AM and PM peak hour project trips for the alternative site. )
With project traffic added to the street network, LOS would
remain stable at all five project study intersections during the
AM and PM peak hour. The intersection of Ashley/East Frontage
would experience the largest increase in traffic from the project
yet would continue to operate at LOS "A" during both peak hours.
Intersection LOS for existing and with project conditions are
shown in Table 3 .
TABLE 3
EXISTING LOS VERSES LOS WITH PROJECT - AM AND PM PEAK HOUR
Intersection Existing Existing+Project
AM PM AM PM
East Frontage/Ashley A A A A SLI!
East Frontage/SR 99 NB Off A A A A
East Frontage/Morada A A A A
West Frontage/Morada A A A A
West Frontage/SR 99 SB Off A A A A
An AM and PM peak hour signal warrant analysis was conducted
for the five study intersections to see if they would qualify for
signalization. This evaluation included existing conditions as
well as with the proposed project. At the present time, none of
the five study intersections have the minimum volumes required for
signalization. This would apply for both existing conditions and
with the proposed project at the alternative site.
The southerly and easterly access points into the alternative
site could be gained off of Ashley Lane and Hildreth Lane,
respectively. In the project study area, both of these streets
are narrow, two-lane roads with posted speed limits of 25 miles
per hour.
Cumulative development around the alternative project site
would be the same as with the initial project (north of Foppiano
Lane) . Cumulative projects that would affect study intersections t%7k
would be located mainly north of Ashley Lane. This would include
the Atwood, Hogue, and Zagaris properties located between Eight
Mile Road and Quashnick Road. The location of these projects
is shown on FiqMre 11 provided in the Final EIR February, 1988..
26
