i <br /> I <br /> The alternative site is located approximately 2 ,400 feet from <br /> the proposed project site and as such, the groundwater conditions <br /> are expected to be the same as those of the proposed project site. <br /> A discussion of the groundwater quality and production <br /> capabilities of water wells in the Morada Area is provided on page <br /> 49 of the FEIR. <br /> Development of the alternative site would generate the same <br /> impacts as those identified for the proposed project on page 48 <br /> and 49 of the FEIR. The primary impacts identified in the FEIR is <br /> the potential risk of water quality degradation from fecal <br /> coliform and nitrates due to the proximity of the wells to on-site f <br /> sewage disposal systems. The potential for contamination of �J! <br /> individual wells on the alternative site could be reduced to an <br /> acceptable level by implementing the mitigation measures suggested <br /> . for the proposed project on page 49 of the FEIR. <br /> Law Enforcement <br /> Law enforcement services to both the proposed project site <br /> and the alternative site would be provided by the San Joaquin <br /> County Sheriff's Department. Approval of the proposed project at <br /> the alternative site would result in the addition of 31 homes and <br /> a resident population consisting of approximately 88 persons. <br /> This would incrementally increase the demand for law enforcement <br /> services and would contribute to the existing need for additional <br /> staffing and equipment created by cumulative development in the <br /> County. Residents of the proposed project at either the proposed <br /> site or the alternative site could expect to receive generally <br /> lower levels of law enforcement services than those currently <br /> provided in unincorporated areas of the County. The FEIR <br /> discussed the incorporation of crime prevention measures into the <br /> design of the proposed project as well as establishing a <br /> "Neighborhood Watch Program. " (See page 50-51 of the FEIR. ) Such <br /> features would, in part, compensate for the lower level of service <br /> provided to rural areas. However, these measures would not <br /> mitigate the cumulative impacts of increased demand generated by #�Ji <br /> new development occurring throughout the County. The Sheriff's <br /> Department has stated that building materials would be <br /> particularly vulnerable to crimes, such as theft and vandalism, <br /> during the construction period. This would also be true if. the <br /> proposed project were to be approved at the alternative site. <br /> Approval of the proposed project at the alternative site <br /> would not require any additional mitigations beyond those <br /> identified in the FEIR on page 51. <br /> Fire <br /> Fire protection services to both the project site and <br /> alternative site would be provided by the Morada-Waterloo Fire <br /> Protection District. <br /> 32 <br />
