SECTION V
'ACT OVERVIEW
A. SIGNIFICANT IMPACTS
1. The proposed. project would result in the irreversible loss of
60.93 acres of prime agricultural land.
2. Cumulative development would increase the demand on the San
Joaquin County Sheriff's Department and the Lodi Unified School
District.
B. BENEFICIAL IMPACTS
1. Development of the proposed project on the alternative site
would provide additional housing opportunities in the Morada
Area.
2 . Approval of the proposed project at the alternative site
would represent infill rather than premature conversion of
agriculturally-designated land.
3 . Development of the alternative site would reduce the growth
inducing impacts resulting from expansion of the Morada Rural
Residential Area and urban/rural conflicts.
C. IRREVERSIBLE ENVIRONMENTAL CHANGES
F
The development of rural residential uses on agricultural
land is an irreversible change since it is unlikely the land would
be converted back to agriculture sometime in the future. Also
associated , with the development of the project site is the
increased use of resources such as water and gasoline, which are
not returnable. Wood, concrete and asphalt that would be used to
F construct the project may be considered to have an almost
negligible drain on the total regional resources reserve.
D. SNORT-TERM USE VERSUS LONG-TERM PRODUCTIVITY
- Should development occur as proposed, the agricultural land
would be used for residential use which would add 31 additional
single-family dwellings to the County's housing stock. This loss
of agricultural land would be considered a long-term irretrievable
loss over the life span of the project. The applicant believes
that the proposed project is justified at this time due to the
market demand in the Morada area for the type of housing
proposed.
` E. CUMULATIVE IMPACTS
Cumulative impacts associated with the proposed project are
discussed in Section V.D. of the FEIR. (See pages 59-64 . ) The
FEIR analyzed cumulative projects in the Morada Rural Residential
F
f 35
