COG staff offers the following comments on <br /> tw this proposed rural residential development, northeast of Stock- <br /> ton. <br /> This project alone will not generate enough trips to seriously <br /> impact the transportation network in the project area. The COG <br /> agrees that no mitigation measures will be required as a direct <br /> result of the Morada Meadows development. The COG' s primary con- 6 <br /> cern is the cumulative impacts which this, and other proposed <br />�., projects, will have on the areas traffic system. As growth <br /> occurs in this area improvements will be needed on Highway 99, <br /> and the interchanges at Hammer Lane, Eight Mile Road, and Morada <br /> Lane. <br /> y� While the EIR does address cumulative impacts, the discussion <br /> should include the effects on Morada Lane, Eight Mile Road and <br /> Highway 99 itself, .. s well as those mentioned. Funding mecha- <br /> nisms for future improvements in this area should also be dis- 7 <br /> cussed. <br /> The Council of Governments appreciates the opportunity to comment <br /> on this Draft EIR.
