f
SAN JOAOUIN COUNTY COUNCIL OF GOVERNMENTS
e" 1860 EAST HAZELTON AVE.UE
STOCKTON' CAL IFO;ZNIA 95205
TELEPHONE ,209: Qat-2233
F r
fr
r
..+ January 29, 1988
+ Kerry Sullivan ;—,
San J
aaquin County Planning
1810 E. Hazelton Ave.
Stockton, CA 95205
Dear Ms. Sullivan :
The San Joaquin County Council of Governments has completed its
review of the Morada Meadows Draft Environmental Impact Report,
(SCH NO. 87072123) . COG staff offers the following comments on
tw this proposed rural residential development, northeast of Stock-
ton.
This project alone will not generate enough trips to seriously
impact the transportation network in the project area. The COG
agrees that no mitigation measures will be required as a direct
result of the Morada Meadows development. The COG' s primary con- 6
cern is the cumulative impacts which this, and other proposed
., projects, will have on the areas traffic system. As growth
occurs in this area improvements will be needed on Highway 99,
and the interchanges at Hammer Lane, Eight Mile Road, and Morada
Lane.
y While the EIR does address cumulative impacts, the discussion
should include the effects on Morada Lane, Eight Mile Road and
Highway 99 itself, .. s well as those mentioned. Funding mecha-
nisms for future improvements in this area should also be dis- 7
cussed.
The Council of Governments appreciates the opportunity to comment
on this Draft EIR. If you have any questions, please call,
Sincerely,
—:TD
1
DJus d
Pr
1
cc: Terry Barrie, Caltrans District 10
a
• COUNTY OF SAN JOAQUIN + CITIES OF STOCKTON, LODI, TRACY, MANTECA, ESCALON, RIPON +
 1
